Description
Subject to final approval, the Bureau of the Public Debt intends to acquire, on a sole source basis, a subscription-type service of website models and surveys based on the American Customer Satisfaction Index (ACSI) methodology from ForeSee Results, Inc., 2929 Plymouth Road, Suite 220, Ann Arbor, MI 48105 for the Federal Consulting Group. The Contractor shall perform the following services: 1) develop customized econometric models for participating agency websites based on the American Customer Satisfaction Index (ACSI) methodology; 2) prepare and implement ACSI-based on-line surveys to obtain model-related, demographic and other data from users of federal websites; 3) collect and process the survey data through the customized, satisfaction models to derive ACSI-comparable scores for the website quality elements (i.e., key drivers of satisfaction), overall customer satisfaction, and future behaviors; 4) analyze the results of the ACSI-based model and develop appropriate on-line reports, charts and graphs; 5) identify specific opportunities for improvements in areas customers have indicated are key drivers of satisfaction and where current customer satisfaction levels are low; 6) determine if major website design and/or redesign is achieving the results expected; and 7) evaluate and present results each quarter to the agency staff which would include findings of the customer satisfaction measurement and actions that can be taken to improve customer satisfaction with the website. The on-line activities, including the survey and ACSI scores/analysis, must be in compliance with Federal Regulation 508. The resulting contract will be an indefinite-delivery indefinite-quantity (IDIQ) contract with fixed price task orders. It will have a base period with four one-year option periods and its maximum value will not exceed $9,900,000.00. Firms must submit a description of their proposal in sufficient technical detail to substantiate the ability of an alternative service to meet all of these requirements. Submissions should be sent to Sandy J. George, Contract Specialist, at the contracting office address listed above. If no affirmative written response is received within 15 days after publication of this notice to the effect that a comparable service is available, and that it is more advantageous to the Government than obtaining a service through the proposed contractor, a sole-source award will be negotiated. No solicitation document is available. Requests for a solicitation document will not be considered an affirmative response.
