Description
Upper Midwest Environmental Sciences Center (UMESC), La Crosse, Wisconsin. Subject to availability of funds, the USGS desires cost estimating and AE design services to support the budget request and subsequent construction of approximately 16,000 square feet of office, conference, and laboratory space at the UMESC campus. The initial services to be ordered will be limited to the information required to support internal investment review and the formal budget request for the envisioned project. If the budget request is approved, the development of the design including plans and specifications for construction may be acquired via priced options that may be exercised at a later date. Construction Cost Range: Between $2 Million and $4 Million Type of Contract: A/E Firm-Fixed Price Dates for Cost Estimate and Pre-design: December 2003 to February 2004 Evaluation Factors: 1) Professional qualifications necessary for satisfactory performance of required services. 2)Specialized experience and technical competence in the type of work required including design of similar buildings and interpretive exhibits. 3) Capacity to accomplish the work in the required time. 4) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. 5) Location in the general geographical area of the project and knowledge of the locality of the project; provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. Firms will initially be considered within a 50 mile radius of the UMESC campus. AE firms which meet the requirements described in this announcement are invited to submit: 1) a Standard Form 254, Architect-Engineer and Related Services Questionnaire, and 2) a Standard Form 255, Architect-Engineer and Related Services Questionnaire for Specific Project, for themselves and key subcontractors. All submissions must be received in the USGS Eastern Region Acquisition Office by the close of business (5:00pm Eastern Time), November 17, 2003. The most qualified firm will be selected for negotiations based on the Evaluation Factors stated above.
