- This is notice of intent of the VA Medical Center, Battle Creek, Michigan to sole source Homeless Shelter contracts with Advent Ministries, Lansing, Michigan, to provide basic life skills and employment readiness training; Volunteers of America, Lansing, Michigan to provide shelter beds, meals and wrap around supportive services; and Residential Services of Southwest, Michigan, Niles, Michigan to provide case management, shelter, meals, employment related services, alcohol or substance abuse referral for homeless veterans. The Government believes that only these responsible sources can provide the services that will satisfy the agency requirements and intends to negotiate for the services under the authority of FAR 6.302. Other persons may identify their interest and capability to respond to this requirement by October 31, 2003. Such capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. No solicitation will be made available and all information shall be furnished at no cost to the Government. A determination by the Government not to open the requirements to competition based upon responses to this notice is solely within the discretion of the Government. All inquiries must be submitted in writing; telephone inquiries will not be accepted, nor will responses received after October 31, 2003.
