Description
PRE-SOLICITATION NOTICE/REQUEST FOR INFORMATION---- The purpose of this pre-solicitation notice is to request information from interested parties on their capability to provide office supplies to the Department of Homeland Security (DHS). DHS intends to procure office supplies on a department-wide basis from one or more vendors through the issuance of one or more Blanket Purchase Agreement(s) under GSA Federal Supply Schedules. The availability date for the solicitation is estimated to be January 23, 2004.____ This pre-solicitation notice is a request for information only and responses will not be considered as offers. This pre-solicitation notice does not commit the Government to pay any costs incurred for the preparation or submission in response to this pre-solicitation notice. Further, this pre-solicitation notice does not commit the Government to contract for any goods or service whatsoever and submission of any information is completely voluntary on the submitter?s part.____ Background: DHS has approximately 170,000 employees employed at facilities throughout the fifty United States, its Territories and Commonwealths (Guam, US Virgin Islands and Midway Island, Puerto Rico and the Northern Marianna Islands), as well as internationally. Office supplies are an integral part of their ability to do business.____ For the purposes of this request for information, office supplies are defined as commercially available off-the-shelf office items with a single dollar value under $300, such as pencils, paper, calendar pads, notebooks, desk trays and data storage media (CD-ROM, diskettes, digital tape). The definition excludes hardware, software, furniture or other capital equipment.____ Please provide complete and thorough information requested in the six sections of this request for information. Please keep the aggregate length of your reply to ten pages, excluding the catalog requested in Section 1 below and the company profile information requested in Section 6 below.____ ----1. Federal Supply Schedule Information:---- A. Does your firm currently have a General Services Administration (GSA) Federal Supply Schedule (FSS) Contract for offices supplies? If so, identify the Federal Supply Schedule(s) and Contract Number(s) and the date(s) of contract expiration.____ B. How are your firm?s office supplies priced under its FSS contract(s)?____ C. Please send a hard copy of the catalog of items that are provided under the FSS contract(s) to the address provided below.____ D. How are new items that are not currently available under your firm?s FSS contract(s) added to the contract(s)?____ E. What timeframe(s) are necessary to add new items to your firm?s FSS contract(s)?____ F. How many individual items are available under your firm?s FSS office supply contract(s)?____ G. Can your firm customize a hard copy of a catalog for a customer?____ H. Can your firm customize a catalog for a customer on the Internet?____ ----2. Javits-Wagner-O?Day (JWOD) and Recycled and EPA Comprehensive Procurement Guideline Products:---- A. Is your firm currently a JWOD authorized distributor? (Note: To become a JWOD authorized distributor, you may contact Eric Beale at (703) 603-7743 or by e-mail at ebeale@jwod.gov. For information on the JOWD program, visit www.jwod.gov.)____ B. Is your firm in good standing with the JWOD Program? (As indicated by the JWOD Committee Staff)____ C. Do you have an established teaming agreement with the NIB (jwod.com) to provide the full JWOD product offering?____ D. How does your firm ensure delivery of a mandatory source item when a similar non-JWOD commercial item is being ordered?____ E. How does your firm treat EPA Comprehensive Procurement Guideline (CPG) paper and non-paper products, paper and paper products items and other recycled items in its product offering? What about products with recycled content?____ ----3. Distribution Capabilities Information:---- A.1. Does your firm have a nation-wide distribution network? If so, describe the processes involved from the time of receipt of an order until the order is delivered to its destination.____ A.2. Does your firm have a distribution network capability that includes the U.S. Territories and Commonwealths? If so, describe the processes involved from the time of receipt of an order until the order is delivered to its destination.____ A.3. Does your firm have an international distribution network capability? If so, describe the processes involved from the time of receipt of an order until the order is delivered to its destination.____ B. Identify timeframes (in terms of days) that an order will take to arrive at its destination at locations throughout the continental Unites States, Hawaii, Alaska, the US Territories and Commonwealths, and internationally.____ C. Explain how your firm maintains 99% in stock on all items.____ D. Of the top 200 most frequently ordered items by Federal government agencies, what percentage are in stock 100% of the time?____ E. Are your personnel currently delivering to and within any Federal government facilities?____ ----4. Capabilities Information:---- A. Provide most recent annual sales figures broken out by private sector and public sector.____ B. For federal agency customers, provide annual, sales figures for each federal customer.____ C. Please provide up to three references for federal agencies with whom your firm is doing business (agency, name, phone number and e-mail address).____ D. Does your firm have strategic sourcing partnerships established with any private sector companies? If so, please provide up to three references (company name, name, phone number, and e-mail address).____ E. Describe order status and management reporting capabilities for orders placed with your firm.____ ----5. Web Site Ordering:---- A. Describe the web presence that the firm has.____ B. How does your web ordering portal meet Section 508 requirements?____ C. Please provide information to access the ordering portal that is made available to federal customers. Indicate if the information will permit a full preview of the site to review the portal?s capabilities.____ D. If catalog prices are available via the Internet, provide the web site address (Uniform Resource Locator (URL)) where pricing and information may be obtained concerning your firm?s FSS contract(s) and pricing.____ ----6.
