- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Subpart 13.5 ?Test Program for Certain Commercial Items,? applies. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. Solicitation N61339-04-T-0003 is issued as a request for quote and incorporates the provisions and clauses in effect through Federal Acquisition Circular 2001-16. The solicitation shall be awarded on full and open basis. The NAICS Code for this solicitation is 531190 with a size standard of $17.5M. This is a firm fixed price requirement. The NAVAIR Orlando Training Systems Division has a requirement to lease 21,681 square feet of building office space for use by the U.S. Army Program Executive Office for Simulation, Training, and Instrumentation(PEO STRI), PM Field Operations and Support. The contract period will be for a base year with four one-year options. Minimum Requirements are as follows: (1) The space shall be in a modern building in Research Park, Orlando, FL (2) The building shall be large enough to provide an additional 64,030 square feet to support contractors partnering with the Government by July 2004. (3) The vendor shall provide the Government a Local Area Network connection for secured communications . (4) The vendor shall provide two executive offices 300 square feet each, four Division Chief Offices 200 square feet each, and four APM offices at 300 square feet for PM Field OPS. (5) The vendor shall provide the Government one conference room approximately 1000 square feet in size. The conference room shall have sliding panels to facilitate dividing it into smaller larger areas. (6) The vendor shall provide the Government a coffee or kitchen area approximately 150 square feet in size. (7) The vendor shall provide all LAN connections, internet and phone services, audio visual requirements for conference rooms and offices. (8) The vendor shall provide custodial service and utilities for the leased area. (9) The vendor shall provide a minimum of four (4) security cameras around the exterior of the facility. The following FAR/DFARS provisions and clauses apply to this acquisition: 52.212-1, 52.212-2, 52.212-3, 52.212-4, 52.212-5, 252.2121-7001. The following evaluation criteria shall be used as addenda to FAR 52.212-2(a): Evaluation criteria: Contractor selection shall be based on the evaluation of quotations against three factors. The factors in their order of importance are Technical, Past Performance and Price. Technical and past performance, when combined, are equal when compared to price. Options. The Government shall evaluate options for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options shall not obligate the Government to exercise the options(s). The Government intends to make an award to the responsible firm whose quotation conforming to this solicitation provides the best value, price and other factors considered. Please provide the following information to support your past performance evaluation: Name, address, telephone number and point of contact for each Federal, state or local government, or private contract where you performed work similar to or the same as the work identified in this RFQ during the last five years.
