- The U. S. Department of the Interior, Minerals Management Service, intends to make a Time and Materials Contract Award to Sytronics, Inc., Dayton, Ohio. GovWorks/DOI intends to issue a contract in accordance with FAR Part 6.302-1, Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements. This non-competitive action is being issued by GovWorks under the authority of the U. S. Department of Interior Franchise Fund on behalf of the Redstone Technical Test Center (RTTC), Redstone Arsenal, Alabama. The RTTC has a requirement to modify and upgrade an existing Control and Data Acquisition System via a Time and Materials Contract with Fixed Labor Rates. This procurement is to modify the current Gas Turbine Engine Control System (GTECS) Control and Data Acquisition system and provide the necessary materials to interface with the engine. Sytronics is the developer of the Redstone Aviation Propulsion Test and Research (RAPTR) facility and developed the Gas Turbine Engine Control System (GTECS) as a RAPTR unique data acquisition and engine control system. The GTECS is proprietary to Sytronics. This is not a request for competitive quotes. The intent of this Special Notice is for informational purposes only. However, all information received within 14 days after the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
