Description
The VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206 intends to negotiate with Micromedex, Inc. on a sole source basis pursuant to FAR 6.302-1 for site licenses and access gateways to Internet/Intranet based search software and server interface delivering on-line access to database and subscription services and other medical information for Government healthcare professionals throughout Veterans Integrated Service Network (VISN) #4. Areas of coverage will include pharmacology, toxicology, acute care, patient education, alternative medicine, environmental safety, regulatory compliance medicine and other medical and healthcare information. The government intends to purchase the following database subscription services: POISINDEX? System - Commercial, Pharmaceutical, Biological Substance Identification and Toxicological Management, DRUGDEX? System - Drug and Pharmaceutical Information; Official Compendium for Drug Utilization Review, DISEASEDEX for Emergency Medicine _ Emergency, Urgent, and Acute Care Information, QUICKDEX_ System - Concise, instant information in the DrugPoints?, ClinicalPoints_, and ToxPoints_ databases, IDENTIDEX? System - Tablet and Capsule Identification, TOMES? System - medical and hazard information for safe management and handling of chemicals in the workplace, DRUG-REAX? System - Interactive Drug Interactions, Dosing and Therapeutic Tools - Diagnosis and Therapy Aids, CareNotes_ System - Patient Education Across the Spectrum of Care, CareNotes_AfterCare? Instructions: Injury and Illness - Patient Guidelines Sheets for Treatment Follow-up, CURRENT CONCEPTS? - Continuing Education Program, REPRORISK? System - Reproductive Risk Information, Complementary & Alternative Series - Comprehensive, fully referenced, scientifically sound information on CAM therapies, AltMedDex_ System - Herbal, vitamin, mineral & other dietary supplement information, MARTINDALE: The Extra Pharmacopoeia - Published by the Royal Pharmaceutical Society of Great Britain, Pharmaceutical Material Safety Data Sheets (MSDS) - Standard Drug Information for OSHA Regulations from USPC, PDR? - Physicians_ Desk Reference? from Medical Economics Data, MobileMicromedex _ QuickDex and a drug interaction checker designed for PDAs. These databases all meet section 508 standards for accessibility by people with disabilities. These databases also provide CME credit for physicians and CE credit for pharmacists and nurses. Service will include but is not limited to: searchable scientific-medical full text databases with access to complete tables of content, bibliographic citations, abstracts and references for articles in full text databases. The government intends to use sole source procurement to: Micromedex, Inc. 6200 South Syracuse Way, Suite 300, Greenwood Village, CO 80111-4740. This sole source procurement is for appropriate licenses, subscriptions, necessary software and database access. This will be a Veterans Administration, VISN 4 procurement. VISN 4 includes Healthcare System facilities located in Altoona, Butler, Coatesville, Erie, Lebanon, Pittsburgh - 3 sites, Philadelphia and Wilkes-Barre, Pennsylvania, as well as Clarksburg, West Virginia and Wilmington, Delaware. The intended contract will be for a base period of one year with the government's option to extend the contract in one-year increments for four-year option periods. Companies who wish to identify their interest and capability to provide an alternate which will meet the capabilities and functionality described above may notify the Contracting Officer, in writing, no later than 4:30pm on October 24, 2003. Such notification must include certification and evidence that they are able to provide and deliver all functionality and requirements listed herein including database access and appropriate hardware and software licenses. Notification shall be mailed to Lynne Dickerhoff, Contracting Officer 04A1-H, VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206. Upon receipt of any such notifications, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source negotiations. This notice is not a request for competitive proposals.
