The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. PERIOD OF PERFORMANCE: December 2003 - December 2004 8. PLACE OF PERFORMANCE: Bogota, Colombia 9. JOB DESCRIPTION: See below A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Narcotics Affairs Section, NAS, Bogota Colombia. The NAS provides oversight, planning, and operational and logistical support for the INL counter-narcotics aviation program in Colombia. a. U.S. citizen, eligible for a State Department security clearance. PURPOSE: The purpose of this personal services contract position is to oversee maintenance instructor/advisor services to the Colombian National Police (CNP) Air Service. The incumbent works under the direct supervision of the Maintenance Adviser to ensure a high availability rate and the highest quality maintenance for all aircraft owned or serviced by NAS. 2. STATEMENT OF WORK Assists the maintenance adviser in overseeing the maintenance of all USG-owned and supported aircraft, both rotary- and fixed-wing, used by the CNP Air Service and/or NAS. The supported aircraft fleet is currently comprised of: 30 Huey II, 12 Bell 212, 8 Bell 206, 2 Hughes 530/ 500, 8 UH-60, 3 DC-3, 2 Twin Otter, 2 Cessna Caravan, 4 C-26A/B, 1 King Air, 1 C-99, 3 C-152, and 3 C-206G. Assists in the supervision of USG-contracted maintenance personnel providing support to said aircraft. Travels frequently to CNP air bases (in particular, Santa Marta, Tulu? and Mariquita) and forward operating locations to oversee both phase and unscheduled maintenance and provide guidance and support to CNP and contract mechanics in those locations. Assists in the development and execution of ongoing training programs for aircraft mechanics, inspectors and other technical staff required to maintain the aircraft in top operating condition. Coordinates closely with the Logistics Adviser and the contractor to ensure that necessary spare parts are requested in a timely and efficient manner. Assists Logistics Adviser with long-term planning and forecasting of spare parts requirements for phase inspection and unscheduled maintenance. Works with CNP Air Service officers to ensure proper and regular use of aircraft log books by pilots and mechanics, in accordance with US military or INL standards. Remains apprised of updates of all maintenance and technical issues related to the aircraft being managed, and ensures that CNP and contract maintenance personnel are up-to-date in their knowledge and training. Provides maintenance and logistical support to the Forward-Looking Infrared systems. Performs limited Contracting Officer?s Technical Representative duties for key equipment acquisitions, training contracts etc. 3. MINIMUM QUALIFICATIONS a. Familiarity with maintenance requirements for Bell 200 series/Huey II helicopters, UH-60 helicopters and various types of fixed-wing aircraft. b. Knowledge of US military and/or INL safety standards and procedures. c. Fluency in oral and written Spanish language. d. Typing and basic computer skills needed to use information technology and management systems required. Computer skills should include word processing and spreadsheet applications. g. Familiarity with USG procurement procedures. h. Demonstrated ability to effectively work under stressful and challenging conditions with minimal supervision. i. U.S. citizen, eligible for a State Department security clearance. WORK ENVIRONMENT. The work is primarily conducted in an office or aircraft hangar. Frequent travel and temporary living at austere field operating locations is required. The incumbent will travel to locations in the tropics or to mountainous, high altitude terrain, which involves significant physical exertion. Some field sites have been declared hazardous duty locations due to hostile activities of the narco-traffickers and subversive elements and therefore pose significant risk to the incumbent while at these sites. POSITION ELEMENTS a. Supervisory Controls: The incumbent reports to the NAS CNP Aviation Maintenance Advisor who will act as the Government Technical Monitor (GTM). The Contract Administrator shall be the INL Contracting Officer and is designated alternate for the Aviation Program Manager when absent. The individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is reviewed for timeliness and effectiveness. b. Exercise of Judgment: Exercise of judgment and detailed understanding of operating controls of information management systems' hardware and all software required to manage NAS' aviation and ground operations. c. Authority to make commitments: None. d. Nature, Level and Purpose of Contacts: Will maintain good working relationships with USG and Colombian nationals working on counter-narcotics efforts. IV. Evaluation Criteria a. Offeror?s demonstrated experience in maintenance and logistics requirements for MD 530, Bell 206, Bell 212, Bell HUEY- II, Sikorsky UH-60 helicopters and various types of fixed-wing aircraft. Offeror?s knowledge of US FAA, US military and/or INL safety standards and procedures b. Offeror?s demonstrated experience and knowledge in the development and execution of ongoing training programs for aircraft mechanics, inspectors and other technical staff required to maintain the aircraft in top operating condition. c. Offeror?s demonstrated experience in the supervision of USG-contracted maintenance personnel providing support to aircraft. d. Past Performance evaluation of applicant?s ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.
