Description

The National Oceanic and Atmospheric Administration (NOAA) proposes to negotiate on a sole source basis under the authority of 41 U.S.C. 253(c)(1) with the University Corporation for Atmospheric Research (UCAR), P.O. Box 3000, Boulder, CO 80307-3000 to provide continued participation in the Front Range GigaPOP for the period of October 1, 2003 through January 31, 2004. A combination of commercial Internet and the Internet2 connectivity is only provided in Colorado by the Front Range GigaPOP (FRGP) which is a consortium sharing WAN services. Internet2 (I2) has built an advanced backbone network known as Abilene that connects the participating GigaPOPS. Membership in I2 and connection to Abilene are restricted to universities, research agencies and corporation, and affiliate members. UCAR handles the administration of membership and participation with the FRGP. This procurement is being conducted per FAR Park 13, Simplified Acquisition Procedures (NTE $100,000). This synopsis is issued for information only. No solicitation is available. No competitive solicitation is planned. No award will be made on the basis of requests in response to this notice. Responses to this notice will be used solely to determine whether or not use of competitive procedures for future years to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
