- This modification adds the following information to the existing synopsis/solicitation document posted 10/7/03: The Government shall have exclusive use of the aircraft. The Government will provide fuel and hanger facilities. The minimum pilot qualifications for any government pilot authorized to fly the aircraft are 12,000 hours tail wheel time and 14,000 hours total time. There is no insurance requirement, that is a business decision for the contractor to make.
