Description
The Naval Sea Systems Command intends to contract with Raytheon Company, Integrated Defense Systems, 1847 West Main Road, Portsmouth, Rhode Island, on a sole source basis for (1) final development of a MK 29 Guided Missile Launching System (GMLS) Ordnance Alteration (ORDALT) kit and (2) production of a limited number of associated MK 29 ORDALT kits. These ORDALT kits upgrade the legacy MK 29 GMLS, which is part of the MK 57 NATO SEASPARROW Surface Missile System (NSSMS), allowing the MK 29 GMLS to launch the Evolved SEASPARROW Missile (ESSM) in lieu of the existing RIM-7 missile. During the ESSM development test program, Raytheon developed the MK29 upgrades which will be used to finish development of this ORDALT and is the only known firm possessing the requisite technical expertise, engineering background and facilities necessary for performing the effort in a timely manner, while mitigating any impact to the US Navy's ESSM deployment requirements. The MK 29 ORDALT contemplated consists of: (1) mechanical modifications to the launcher to accommodate ESSM space and weight requirements; (2) electrical modifications to the launcher, Maintenance Interconnecting Cabinet (MIC), and MK57 to MIC interface; (3) programming and firmware modifications to the MK108 Guided Missile Launch Controller; (4) modifications to the MK 29 SERVO systems; and, (5) development of associated documentation and technical data for the ORDALT. While a single contract is contemplated, the procurement of this requirement may be accomplished using primarily a new contract with a separate contract order to initiate necessary preliminary engineering tasks. The contract(s) will include: (1) engineering and development necessary to complete the prototype MK 29 ORDALT; (2) production of MK 29 ORDALT kits for installation on one aircraft carrier (with options for additional kits for installation on one aircraft carrier and one LHD Class ship); (3) production of a MK 29 ORDALT kit for the MK 57 NSSMS land based test site (LBTS); and, (4) may include MK 29 ORDALT kits and associated equipment for other US Navy requirements as may be authorized or appropriated by Congress, as well as requirements for other NSSMS participating countries as may be determined by the NATO SEASPARROW Project Steering Committee (NSPSC).
