Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Florida Keys National Marine Sanctuary (FKNMS), Marathon, Florida, intends to procure services to provide vessel monitoring. The work will begin on December 15, 2003. The assignments will include: Task 1: Assisting in preparing restored grounding sites for long-term biological monitoring and in collection of monitoring data. Task 2: Using SCUBA equipment, installing stainless steel markers with hydraulic underwater drilling equipment, quick-setting epoxy and Portland cements. Task 3: Synthesizing monitoring data into comprehensive reports suitable for peer-review publication using computers and GIS software. Task 4: Assisting in deploying and retrieving recording thermographs at monitoring sites and other locations in the FKNMS. Task 5: Additional work assisting Sanctuary biologist as required including underwater photography, coral species identification, NOAA owned vessel operation. Task 6: Presenting results of monitoring research at local, regional or national meetings. Task 7: Traveling at own expense. The following are requirements, knowledge, skills, and abilities needed to perform the tasks: 1. College degree in marine science from an accredited institution. 2. SCUBA certification with Florida coral reef diving experience (dive log may be required). 3. Computer system experience PC or MAC including GIS software experience. 4. Ability to identify common coral reef organisms to species level. 5. Underwater photography equipment knowledge and skill. 6. Able to work long hours in uncomfortable conditions in order to complete assigned tasks. 7. Vessel operation experience. 8. Knowledge of the Florida Keys National Marine Sanctuary. 9. Reside locally during the entire period of performance in order to complete the work. 10. Ability to work independently. Contractor will be responsible for payroll taxes and insurance including medical. The base period of performance is December 15, 2003 - December 14, 2004 for a total of 2080 hours. Contingent upon availability of funds, Option Period I will be December 15, 2004 - December 14, 2005 for a total of 2080 hours. This procurement is set-aside for small businesses. The NAICS code is 488330. The small business size standard is $6,000,000.00. This purchase will be made under the guidelines of FAR, Part 13, Simplified Acquisitions Procedures. The Central Administrative Support Center, Acquisition Management Division, requires that all contractors doing business with this Acquisition Office must be registered with the Central Contractor Registry (CCR).
