Description
This is a Notice of Intent from NAVAIR-AD Patuxent River, MD 20670-5304 to contract on an other than full and open competition basis with Lockheed Martin Undersea Systems (LMUSS), of 9500 Godwin Drive, Manassas, VA 20110-4166 to procure software engineering services in support of the P-3C Aircraft AN/ASQ-227, AN/ASQ-222 Tactical Computer (TC) Program and the AN/USQ-78A and AN/USQ-78B Single Advanced Signal Processor (SASP) and Analyzer Sub Unit (ASU) Program for PMA-264 and PMA-290. This contract will procure software implementation team resources for the integration of the Improved Extended Echo Ranging (IEER) and Command Function Select products into the AN/ASQ-222 and AN/ASQ-227 Tactical Mission Software (TMS) baseline and the AN/ASQ-78A and AN/ASQ-78B Airborne Operational Program (AOP) and ASU baseline to include: The implementation of corrections and enhancement to the Tactical Computer (TC) Tactical Mission Software (TMS) program, including Diagnostic Program (Dx) and related Device Drivers (DD). The implementation of corrections and enhancements to the SASP Airborne Operation Program (AOP) including the Systems Controller and Display Formatter Operational Program (SC OP) Data Flow Processor Operational Program (DF), Diagnostic Program (Dx) and related Device Drivers (DD). The implementation of corrections and enhancements to the AN/USQ-78B ASU including the Diagnostic Program (Dx) and related Device Drivers (DD) The labor and materials necessary for problem analysis, debugging, and testing efforts. Design, development, testing, fabrication, integration, and installation of detailed software modifications and the technical data associated with the tasks above. It is anticipated that the effort will be required over a period of five years (inclusive of options) This contract will be negotiated on a sole source basis with (LMUSS) who is the only source that possesses the necessary in-progress engineering databases and first-hand knowledge of the required software and documentation. This is not a solicitation. No RFP will be issued on the basis of this Notice of Intent. If sufficient competition warrants, a formal RFP will be issued. Response to this Notice of Intent to negotiate with Lockheed Martin Undersea Systems should be submitted to Mr. Jeff Schoerner, Code 251444, Department of the Navy, Attn: CONTRACTS 2.5, Bldg 588, Ste 2, 47253 Whalen Road, Unit 6, Patuxent River, MD 20670-1161. Submitted response should include, but not be limited to, the following information: previous experience and a price quote. See Note 22.
