- Description
- The Department of the Interior, Minerals Management Service intends to award a time and materials, sole source contract to MicroMass Communications, Inc. for Phase IV maintenance and enhancement of the For Your Heart website. This action is a follow-on procurement to contracts previously awarded to MicroMass Communications, Inc. for Phases I-III of the website project. This non-competitive action is being issued by GovWorks under the authority of the Department of Interior Franchise Fund on behalf of the Department of Health and Human Services Office on Women?s Health, Washington, DC. The For Your Heart program provides a personalized and interactive healthcare education experience via the World Wide Web utilizing a unique tailoring technology and development process. The program engages women in a web site dialogue with the objective of building their personal knowledge about heart disease, with special attention given to minorities on the impact of diabetes on heart disease. This website builds a unique relationship by asking a series of questions and tailoring subsequent messages based on specific risk factors and readiness to change. Negotiations are anticipated with MicroMass Communications, Inc. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. MicroMass Communications, Inc. is uniquely qualified as it has unique and proprietary technology and development services to deliver site content tailored to an individual?s unique profile. It is the only program development company using the technology to develop communications and behavior modification programs in a variety of media. Interested parties may identify their interest in and capabilities for the requirement by forwarding their information to the point of contact identified below. This notice of intent is not a request for competitive proposals. However, all information on capabilities received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
