- Description
- NA The Communication Electronics Research, Development and Engineering Center (CERDEC), Intelligence and Information Warfare Directorate (I2WD), in conjunction with Defense Advanced Research Projects Agency (DARPA), is preparing a cost plus incentive fee (CPI F) contract for the FOPEN, Reconnaissance, Surveillance, Tracking and Engagement Radar (FORESTER) phases two (2) and three (3) efforts. Phase one (1) of FORESTER selected two contractors (Syracuse Research Corp. and Northrop Grumman Corp.) to conduct cos t/performance trades and to complete the preliminary design of the system. The Government intends to down select from the above two teams to complete phases two (2) and three (3): Design, build and successfully test a FORESTER system on a tower and to fli ght-test the FORESTER system. Phase three (3) is a set of priced options as follows: a. Manned aircraft flight-testing b. A-160 integration and flight test c. Produce up to four additional radar The FORESTER phase two (2) and three (3) effort is envisioned to be a thirty six (36) month effort that will result in the manufacture and test of a prototype system that has been successfully flown on an A-160 Hummingbird. Request For Proposal (RFP) Information: It is anticipated that a draft RFP will be issued, in mid October 2003. Offerors are welcomed to comment on the draft RFP documentation. Comments must include a rationale and suggested changes. Comments are due by 27 October 2003. The Government is under no obligation to change any of the RFP documents based upon submitted comments. A final RFP is tentatively scheduled to be released by 3 November 2003. As noted above, the Government intends to down select to one contractor from the phase one (1) effort (i.e. Syracuse Research Corp. and Northrop Grumman Corp.). Any other offeror that feel they may want to submit a proposal must demonstrate to the Govern ment that they have successfully completed all the phase one (1) tasks prior to entering phase two (2) and must comply with all aspects of the phase two (2) and three (3) RFP.
