- NA The Maritime Administration (MARAD) is conducting a Market Survey to identify potential offerors possessing the expertise, capabilities, and experience necessary to meet the Agency's requirement for an existing software package providing source selection evaluation capabilities for both technical and or cost/price proposals for complex acquisitions. The software must be able to produce court action ready documents. The potential offeror must obtain all necessary licenses and insurance required to run or utilize the software. The software should include, but is not limited to the following: Web based; Procedures for data file transfer; A vehicle to capture data for analysis; Written procedure; Monitor system performance; Diagnostic tools for troubleshooting problem; Procedures for back up; Documentation as it relates to software application developed; and Software upgrade as available. Interactive communication capability Report generation On-line proposal submission (in sections consistent w/UCF) This is not a Request for Proposal (RFP) or an Invitation for Bids (IFB) and is not to be construed as a commitment by the Government. The Government will not reimburse any Offeror for any costs incurred as a result of participation in the survey. In addition, participation in this survey does not guarantee that your firm will be able to participate in the resulting solicitation. The information provided will aid MARAD in the development of the acquisition strategy for this requirement, and will aid in the determination of any set asides Interested Offerors should review the attached Market Survey Information Package and respond accordingly. Responses to this Market Survey are due by 12:00 Noon on October 23, 2003.
