- Public Announcement. The Armed Forces Retirement Home (AFRH) is conducting a Streamlined Competition in accordance with OMB Circular A-76 Revised (May 29, 2003). The function under study is Security at the AFRH's Washington, DC campus. The function is currently performed in-house by 26 Government FTE. The AFRH Competitive Sourcing Office is Mr Steven G. McManus; the Contracting Officer is Mr Emanuel Brown; and the Agency Tender Official is Mr Steven G. McManus. The projected end date of the competition is 5 January 2004.
