Description
NASA/KSC has a requirement for a Light Element Detector for the Energy Dispersive X-Ray Spectroscopy (EDX)/X-Ray Fluorescence System (XRF) for JEOL Scanning Electron Microscope. NASA/KSC intends to purchase the items on a sole source basis from IXRF Systems, Inc. of Houston, TX in accordance with the statutory authority U.S.C. 2304 (d)(1)(B). This requirement is for a system that combines EDX with XRF for use in conjunction with a Scanning Electron Microscope. IXRF Systems, Inc. is the only known manufacturer that combines the two systems into a single system. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing, email or fax to Jaime L. Carter, not later than 2:00 p.m. local time on October 14, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
