Description
NASA/JSC plans to issue a Draft Request for Proposal (DRFP) on or about 03 Nov 03 followed by a Request for Proposal (RFP) on or about 19 Jan 04 for the following Commercial item/services: The acquisition is for an Improved Electronic Flight Instrument System (EFIS) for the T-38N aircraft and system support. Required quantities include 35 ship sets [1 ship set equals 2 Primary Flight Displays (PFD) and 2 Electronic Engine Displays (EFD)] plus all installation and support equipment. This upgrade is necessary to satisfy new safety and FAA requirements, improve avionics reliability and avoid parts obsolescence. The improved EFIS shall consist of two electronic displays per cockpit to include a PFD and an EFD. The PFD shall be a functional replacement for the present electronic Altitude Direction Indicator (ADI), electronic Heading Situation Indicator (HSI), airspeed, altimeter, vertical velocity, angle-of-attack, G-level, radar altitude and flap position indicators. The EED shall be a functional replacement for the present rotations-per-minute, exhaust-gas temperature, nozzle position, oil pressure, fuel flow and fuel quantity indicators. The dual-display architecture is required for reversionary display capability in the case of a single-display failure. The NAICS Code and Size Standard are 334511 and 750 ea., respectively. The anticipated release date of Solicitation 9-BJ4-V10-04-004 is on or about 19 Jan 04 with an anticipated proposal due date of on or about 19 Feb 04. All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Any referenced notes may be viewed at the following URLs linked below. Upon issuance of DRFP, All contractual and technical questions pertaining to the DRFP must be submitted to Craig Burridge by email not later than 28 Nov 03. Telephone questions will not be accepted. Note 12 applies.
