Description
REQUEST FOR INFORMATION (RFI) ONLY FOR PLANNING PURPOSES. THERE IS NO SOLICITATION DRAWING PACKAGE AVAILABLE. This is a request for information only as defined in Federal Acquisition Regulation (FAR)15.201(e). The government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes on commercially available software database applications. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. The Air Expeditionary Force Battlelab (AEFB), Mountain Home Air Force Base, Idaho, is planning to conduct a study that will evaluate commercial options to solve the following problem: Currently several components of the United States Air Force use a data system built with Microsoft Windows Visual Basic, Microsoft Access and Crystal Reports. In deployed operations, databases residing on the host server can be replicated to a mobile device and updated offline. These same databases are updated on the host server in parallel. This parallel update could cause a conflict problem if the offline device attempts to update the databases on the host server. Currently, the Visual Basic and Access suite cannot perform a sophisticated case-by-case basis update of individual data cells using two versions of the same database -- it can only query the user to use 1) the database version hosted on the server, or 2) the one being offered by the offline device. The AEFB is interested in Commercial-Off-The-Shelf (COTS) products that could be used as-is to solve this problem. The AEFB is seeking the following specific information from industry representatives: 1. The manufacturers suggested retail price for the commercial product. 2. The name of distributors who could sell to the Government. 3. The degree to which the product can meet or exceed the capabilities needed for the above problem. 4. The availability of any classroom training that could be purchased to obtain proficiency on the product, and its price or price range. 5. Your interest to demonstrate your product using dummy data the AEFB provides (if this is requested by the government, the contractor will be required to sign a Vendor Demonstration Agreement). The USAF will not release any information -- marked with a Proprietary legend -- received in response to this RFI to any firms, agencies, or individuals outside the USAF without written permission in accordance with the legend.
