Description
The South Texas Veterans Health Care System (STVHCS), has a requirement for a contractor to provide maintenance, repair, storage, delivery and set-up of VA owned Durable Medical Equipment (DME)to eligible beneficiaries of the South Texas Veterans Healthcare System. This is to include services to approximately 68 counties throughout South Texas as outlined in the solicitation. This solicitation is issued in accordance with Federal Acquisition Regulation (FAR) 5.102 (a),and is prepared in the commercial item format and is consistent with FAR Part's 2 and 12. This solicitation is 100% set-aside for small businesses. NAICS code is 621999. The small business size standard is 8.5 million. The STVHCS intends to award a single award contract with 1 base year and (4) one-year options for renewal. Contract period for base year will be January 1, 2004 thru December 31, 2004. All offerors must be accredited by the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) and/or comply with all standards in the most current volume of the Accreditation Manual for Home Care, while actively pursuing accreditation. The Government intends to evaluate offers and award a contract without discussions, therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint in accordance with solicitation evaluation factors and contract requirements. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Facsimile and telephonic requests are not acceptable. Solicitation package will be available on or about October 21, 2003. Offeror's must use the electronic medium outlined above to access solicitation package.
