- NA Special Notice: This project was previously bid under solicitation number DAHA45-03-B-2001. That solicitation was cancelled after bid opening. The drawings and specifications have been revised to reflect reduced government requirements for this project. This solicitation notice is for the addition to and repair of a Washington Air National Guard Medical Training Facility, Project Number GJKZ 99-2462, located at 141st Air Refueling Wing, Washington Air National Guard, Fairchild AFB, Spokane Washington. The final building will be an 11,800 SF Medical and Dental Clinic for the Washington Air National Guard. The existing 8,500 SF building will be gutted and reused and a 3,374 SF addition will be constructed to the east of the existing building. A new roof will be added spanning over the existing building and covering the addition. The addition and roof are supported on a piling and grade beam system. New mechanical and electrical systems will be provided. The contractor will furnish all material, tools, labor, equipment and supervision necessary to perform and complete the work. The estimated construction cost is between $1,000,000 and $5,000,000. The contract type will be firm fixed price. To be eligible for award, a firm must be registered in the DoD Central C ontractor Registration (CCR). Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. The North American Industry Classification System (NAICS) code for this work is 236220 building alterations, nonresidential, commercial and institutional buildings, general construction. The small business size standard is $27.5 million. This acquisition is unrestricted regarding business size with Price evaluation Preference for HUB ZONE Small Busin ess Concerns (reference FAR 52.219-4). All responsible sources are encouraged to bid. The tentative date for issuing the solicitation is on-or-about 17 October, 2003. The tentative date for the pre-bid conference is on-or-about 6 November 2003 @ 09:30 a.m. local time at the 141st Contracting Office, Building #2001E and all contractors are encouraged to attend. It is requested that any questions you might have for the pre-bid be sent via email by 5 November 2003 to leslie.jines@wa.ngb.army.mil. The bid openi ng is scheduled for on-or-about 18 November 2003, at 10:30 a.m. Pacific Daylight Time at the 141 Contracting Office BLDG 2001E FAFB. Construction/contract completion time is 240 days. This project has been assigned Invitation for Bid (IFB) number W912K3-04 -B-0001 To obtain plans and specifications offerors must register in the Electronic Bid Solicitation (EBS) system located at http://www.nationalguardcontracting.org/ebs/advertisedsolicitations.asp. Any prospective bidder interested in bidding on this solic itation must register in the EBS System to be placed on the plan-holders list. The entire solicitation including plans and specifications will be available in electronic format through the EBS site. Amendments, if/when issued will be posted to the EBS syst em for electronic downloading. This will normally be the only method of distributing amendments; therefore, it is the offeror's responsibility to check the web site periodically for any amendments to this solicitation. Web sites are occasionally inaccessib le due to maintenance activities. The government is not responsible for any loss of Internet connectivity or for an offeror's inability to access the documents posted on the referenced web pages.
