Description
In accordance with FAR Part 12 and Part 13 Commercial and Simplified procedures, the U.S. Environmental Protection Agency intends to negotiate on a sole source basis with Sensors, Inc. to procure a proportional Gravimetric and Real-Time Exhaust Particulate Mass Measurement System using a Quartz Crystal Micro-balance (QCM) as the aerosol sensor component, a Micro-proportional Exhaust Sampler/Diluter (MESD) as an exhaust sample conditioning compoent, and a Global Positioning System (GPS) component to provide sample location information and upgrade two existing units. The QCM needs to perform at a frequency of at least 5 MHz with a polling frequency of 0.5 Hz. The QCM is required to have a Mass Sensitivity capability of 2 nano-grams or better. The Mass Measurement Accuracy of the QCM is required to be, at a minimum, 10% for aerosol mass measurement integrated over time with 95% confidence and 20% for a Real-Time mass measurement with 95% confidence. The QCM shall have a Flow Measurement Accuracy of not greater than 5%. The System is required to operate for the following range of conditions: Sample temperature between 10 and 50 degrees Celsius and a Relative Humidity between 0 to 95%, non condensing. The MESD must provide sample dilution proportional to tail pipe exhaust flow in a range of 10:1 to 1000:1 with a response speed T90 of 0.1 sec., a short response frequency of 50 Hz, and an 8 bit resolution with traceable flow accuracy of 2%. The GPS component has a positional accuracy of less than 3 meters. The applicable NAICS code is 334516 with a size standard of 500 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability and respond to the office identified above. Documentation must be received by October 20, 2003 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
