Description
The government intends to negotiate a Firm Fixed Price type Purchase Order for Hotel Conference Services in accordance with FAR subpart 13.5 ?Test Program for Certain Commercial Items? (CLINGER-COHEN), with 100% full and open competition. The period of Performance for the resulting Purchase Order will be from December 8, 2003 through December 12, 2003. The North American Industry Classification System Code is 721110, and the corresponding Standard Industrial Code (SIC) is 7011. The Conference services include lodging (no double occupancy or overflow to other hotels), classroom set-up, state-of-the-art audiovisual equipment, transportation to and from the airport for approximately 100 people, and administrative support for 250 people including rapid check-out procedures. The hotel must be located in the Hampton Roads area, Virginia and have a 3-star or above rating. On Tuesday, December 9, the hotel shall be equipped with one room of classroom set-up for 230 people with additional (auditorium style) seating for 30 people in the back of the classroom. On Tuesday evening, the hotel shall provide a room to accommodate a networking activity from 7 ? 9 PM to accommodate 230 people. On Tuesday, December 9, in addition to the conference room and office, the hotel shall be equipped with the following breakout room setup for two (2) hour morning and afternoon sessions: two rooms to accommodate 65 people, three rooms to accommodate 25 people, and two rooms to accommodate 15 people. On Thursday, December 11, in addition to the conference room and office, the hotel shall also be equipped to setup for one three (3) hour afternoon session. These rooms shall accommodate the following: two rooms to accommodate 70 people (main conference room may be used), two rooms to accommodate 30 people each, and two rooms to accommodate groups of 15 people or less. The hotel shall also have a separate room that will be used as an office to accommodate tables and chairs for 12 people throughout the conference. This room will be used for administrative support to include (but not limited to) the following: emergency small print jobs, fax (in/out), computer use to help with emergency projects, internet capability, phone and capability to be locked. The hotel shall have classroom support to include to include audiovisual equipment, such as view graph projector and screen, laptop computer projection hook-up, TV and VCR hook-up. The hotel shall provide a stage for presentations (16? x 24? and 24? to 36? high). Additionally, the hotel shall include one podium and microphone and three microphones on stands for one (1) 3-hour afternoon session. The hotel shall provide transportation to and from various tour sites (5 buses to 6 buses on Wednesday morning and afternoon and Thursday morning. Contractors are reminded to submit a technical description of hotel in accordance with FAR 52.212-1 (b)(4). All responsible sources shall submit pricing and past performance data by 4:00 p.m. on the date the offer is due. Potential Offerors are hereby notified that the Solicitation will be available by downloading the documents from website http://www.neco.navy.mil. By submitting a quote the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, or debarred, or otherwise ineligible to receive contracts from any Federal Agency.
