Description
1. APPLICATIONS ARE INVITED FOR THE POSITION OF CAPABILITY RESOURCE COORDINATOR, NATO GRADE A-2, POST NUMBER SC-6416, ON THE STAFF OF THE SUPREME ALLIED COMMANDER TRANSFORMATION (SACT), NORFOLK, VIRGINIA, USA. THE POSITION WILL BECOME AVAILABLE ON 1 JANUARY 2004, SUBJECT TO CONFIRMATION OF RESPONSIBILITIES AND GRADE BY THE NATO MANPOWER AUTHORITIES. 2. DUTIES/RESPONSIBILITIES: REPORTS TO SECTION HEAD, SYSTEM MANAGEMENT AUTHORITY PROGRAM COORDINATION (CONCEPT PHASE). A. COORDINATES MULTI-YEAR ACT COMMAND, CONTROL, COMMUNICATIONS AND COMPUTERS (C4) RESOURCE (BUDGET, MANPOWER) ALLOCATION TO ALL C4 DIVISION CAPABILITY COMPONENT MANAGERS AND CAPABILITY COORDINATORS. B. LIAISES WITH CAPABILITY COMPONENT MANAGERS AND CAPABILITY COORDINATORS IN THE DEVELOPMENT AND UPDATE OF PROJECT PLANS TO IDENTIFY RESOURCE ALLOCATION PLANS. C. REVIEWS AND STAFFS PROJECT INITIATION DOCUMENTS TO ALLOCATE BUDGET AND MANPOWER ASSETS. D. TRACKS THE EXPENDITURE OF ALLOCATED RESOURCES AND PREPARES PERIODIC REPORTS FOR DELIVERY DURING QUARTERLY C4 PROGRAM REVIEWS. E. RESOLVES CONFLICTING REQUIREMENTS FOR COMMON RESOURCES THOUGH ADJUSTMENTS TO OBJECTIVES, SCHEDULES, AND SKILL SETS. F. SEEKS AND IMPLEMENTS ECONOMIES IN THE ASSIGNMENT OF RESOURCES WITHIN THE PROGRAM MANAGEMENT PLAN. G. TRACKS EXPENDITURE OF NATO SECURITY INVESTMENT PROGRAM RESOURCES ALLOCATED TO ALL CAPABILITY PACKAGES (CP)(PROGRAMMING DOCUMENTS) FOR WHICH C4 SUB-DIVISION HAS RESPONSIBILITY TO PROVIDE BASIS FOR INITIATION OF CP REVISION PROCESS. H. PROVIDES INFORMATION ON RESOURCE EXPENDITURE TO UPDATE ONLINE, WEB-BASED PROJECT PLANS AND THE DIVISION PROGRAM MANAGEMENT PLAN. I. MANAGES THE C4 SUB-DIVISION MANPOWER ACCOUNTABILITY PROGRAM THROUGH LIAISON WITH INDIVIDUAL PROJECT AND SERVICE AREA MANAGERS. J. PROVIDES UPDATES ON REQUIRED MILITARY AND CIVILIAN SKILL SETS TO C4 PERSONNEL ADMINISTRATOR FOR REVISION OF JOB DESCRIPTIONS. K. INITIATES BUDGET REQUIREMENTS FOR CONTRACTOR SUPPORT IN COORDINATION WITH PROGRAM MANAGEMENT PLAN COORDINATOR AND C4 BUDGET COORDINATOR. L. DRAFTS AND COORDINATES UNFUNDED REQUIREMENTS FOR THOSE C4 AREAS WHICH EXPERIENCE EMERGENT SHORTFALLS OR UNPLANNED REQUIREMENTS. M. PROVIDES INFORMATION TO THE C4 CONTRACTS MANAGER REGARDING THE EXPENDITURE OF CONTRACTOR RESOURCES. N. ADDITIONAL DUTIES: SUPERVISES C4I DIVISION INTERNS. PERFORMS TDY IN SUPPORT OF REGULARLY SCHEDULED MEETINGS IN EUROPE OR AD HOC MEETINGS WITHIN AND WITHOUT NATO'S BOUNDARIES. PERFORMS OTHER RELATED DUTIES AS DIRECTED. 3. ESSENTIAL QUALIFICATIONS: A. UNIVERSITY DEGREE IN A MANAGEMENT RELATED DISCIPLINE. EXCEPTIONALLY, A UNIVERSITY DEGREE MAY BE SUBSTITUTED BY EQUIVALENT EDUCATION OR EXPERIENCE. B. COMPLETION OF AN ACADEMIC, INDUSTRY OR MILITARY COURSE IN CIS PROJECT MANAGEMENT C. THREE YEARS EXPERIENCE IN MILITARY COMMUNICATIONS AND/OR INFORMATION SYSTEMS PROJECT MANAGEMENT D. THREE YEARS EXPERIENCE IN MANPOWER MANAGEMENT E. THREE YEARS EXPERIENCE IN BUDGETING AND FINANCIAL MANAGEMENT F. MUST BE ELIGIBLE FOR A NATO SECRET SECURITY CLEARANCE. H. MUST HAVE A VERY GOOD KNOWLEDGE OF ENGLISH (BOTH VERBAL AND WRITTEN) (SLP 4343). I. STANDARD AUTOMATED DATA PROCESSING (ADP) KNOWLEDGE: WORD PROCESSING: ADVANCED KNOWLEDGE SPREADSHEET: ADVANCED KNOWLEDGE GRAPHICS PRESENTATION: WORKING KNOWLEDGE DATABASE: WORKING KNOWLEDGE 4. DESIRABLE QUALIFICATIONS: A. UNIVERSITY DEGREE IN INTEGRATED RESOURCE MANAGEMENT. B. MANAGEMENT OF A CIS PROJECT TO SUCCESSFUL COMPLETION AND DELIVERY. C. KNOWLEDGE OF THE PRINCIPLES OF THE BALANCED SCORECARD MANAGEMENT APPROACH. D. EXTENSIVE BUDGET, FINANCE, AND MANPOWER MANAGEMENT EXPERIENCE. 5. PERSONAL ATTRIBUTES: LOGICAL THINKER. CAPABLE OF TRACKING SIGNIFICANT NUMBER OF INITIATIVES SIMULTANEOUSLY. STRONG INTERPERSONAL SKILLS TO FACILITATE POSSIBLY INTENSE DISCUSSIONS WITH PEER AND MANAGERIAL STAFF. 6. MANAGERIAL RESPONSIBILITIES: NO DIRECT SUPERVISORY RESPONSIBILITY. PERIODIC MANAGEMENT OF ASSIGNED SUPPORT CONTRACTORS. 7. PROFESSIONAL CONTACTS: CONTACT WITH ALL CAPABILITY MANAGEMENT STAFF WITHIN C4I ORGANIZATION, BUDGET ADMINISTRATORS, DIVISION AND COMMAND PERSONNEL ORGANIZATION. 8. CONTRIBUTION TO OBJECTIVES: ALL ACTIVITIES WITHIN THE PROGRAM MANAGEMENT OFFICE ARE DIRECTLY LINKED TO THE COMMAND'S MANAGEMENT PLAN. PROJECT AND SERVICES ARE DIRECTLY LINKED TO PERFORMANCE INDICATORS AND TARGETS DERIVED FROM COMMAND STANDING OBJECTIVES AND PRINCIPAL ACTIVITY AREAS. THE INCUMBENT WILL OPTIMIZE THE EFFICIENT ALLOCATION OF RESOURCES IN THE DESIGN OF THE C4 PROGRAM. 9. WORKING ENVIRONMENT: NORMAL OFFICE ENVIRONMENT. 10. THE STARTING BASIC MONTHLY SALARY FOR AN A-2 IN THE U.S.A. AS OF 01 JANUARY 2003 IS U.S. DOLLARS 4946.00 TO WHICH RELEVANT ALLOWANCES WILL BE ADDED. 11.
