SEE ATTACHED JOB DESCRIPTION 1. APPLICATIONS ARE INVITED FOR THE POSITION OF CIVILIAN PERSONNEL OFFICER, NATO GRADE A-2, POST NUMBER SR-8321, ON THE STAFF OF THE SUPREME ALLIED COMMANDER TRANSFORMATION (SACT), NORFOLK, VIRGINIA, USA. THE POSITION WILL BECOME AVAILABLE ON 1 JANUARY 2004, SUBJECT TO CONFIRMATION OF RESPONSIBILITIES AND GRADE BY THE NATO MANPOWER AUTHORITIES. 2. DUTIES/RESPONSIBILITIES: REPORTS TO SECTION HEAD, CIVILIAN PERSONNEL. A. IMPLEMENTS NATO INTERNATIONAL CIVILIAN PERSONNEL POLICY, PROCEDURES AND RULES. ENSURES COMPLIANCE OF PERSONNEL ACTIONS WITH INTERNAL GUIDELINES AND WITH REGULATIONS PERTAINING TO NATO PERSONNEL PRACTICES. B. INITIATES AND MONITORS THE CIVILIAN STAFF SELECTION AND RECRUITMENT PROCESS. SERVES ON SELECTION BOARDS. C. AUTHORIZES PAY AND ALLOWANCES. AUTHORIZES INITIAL ENTITLEMENTS AND SUBSEQUENT PAYROLL CHANGES. VERIFIES MONTHLY CIVILIAN PERSONNEL PAYROLL AND CALCULATION OF OTHER PAYMENTS. D. DEVELOPS BRIEFING PROGRAMS FOR MANAGERS ON CIVILIAN PERSONNEL POLICIES AND ADMINISTRATION INCLUDING PERFORMANCE MANAGEMENT, LEAVE AND CONTRACTUAL OBLIGATIONS. PREPARES INFORMATIVE MATERIAL FOR CIVILIAN STAFF ON NEW, REVISED OR PENDING POLICY. E. PROVIDES INPUT FOR THE FORMULATION OF CIVILIAN PERSONNEL BUDGETS AND MTFP PERFORMS PERIODIC REVIEW OF EXPENDITURES. SERVES AS FUND MANAGER FOR EXECUTION OF CIVILIAN PERSONNEL BUDGET. F. CORRESPONDS WITH INSURERS ON UNUSUAL MATTERS RELATED TO MEDICAL COVERAGE, DISABILITY, INVALIDITY BENEFITS. ATTEMPTS TO RESOLVE DISPUTES. VERIFIES PREMIUM RATES. G. IMPLEMENTS HQ SACT TRAINING AND DEVELOPMENT PROGRAM AND PERFORMANCE EVALUATION SYSTEM. H. ASSISTS IN POLICY ANALYSIS AND FORMULATION, BOTH INTERNAL AND NATO-WIDE. I. ADDITIONAL DUTIES: SERVES AS A MEMBER OF THE HQ SACT AUDIT TEAM TO PERFORM AUDITS ON CIVILIAN PERSONNEL PRACTICES OF SUBORDINATE COMMANDS. DEPUTIZES FOR THE SECTION HEAD IN HIS/HER ABSENCE. MAY BE REQUIRED TO PERFORM OTHER RELATED DUTIES AS DIRECTED. WILL BE REQUIRED TO TRAVEL IN SUPPORT OF THE ABOVE LISTED DUTIES. 3. ESSENTIAL QUALIFICATIONS: A. A UNIVERSITY DEGREE IN HUMAN RESOURCE MANAGEMENT, OR A RELATED DISCIPLINE INCLUDING SPECIALIZED COURSES IN HUMAN RESOURCE MANAGEMENT AND PERSONNEL LAW. EXCEPTIONALLY, A UNIVERSITY DEGREE MAY BE SUBSTITUTED BY EQUIVALENT EDUCATION OR EXPERIENCE. B. A MINIMUM OF SIX YEARS EXPERIENCE IN RECRUITMENT AND HUMAN RESOURCE MANAGEMENT (BENEFITS ADMINISTRATION, PERFORMANCE SYSTEMS, TRAINING DEVELOPMENT) IN PROGRESSIVELY RESPONSIBLE PROFESSIONAL POSITIONS, PREFERABLY INCLUDING EXPERIENCE IN ADMINISTRATION OF EXPATRIATE PERSONNEL. C. PRACTICAL EXPERIENCE WITH HUMAN RESOURCE INFORMATION SYSTEMS. D. A MINIMUM OF FOUR YEARS MANAGERIAL AND SUPERVISORY EXPERIENCE. E. HIGH LEVEL OF WRITTEN AND ORAL COMMUNICATION SKILLS DEMONSTRATED IN PREVIOUS POSITIONS. THE INCUMBENT WILL BE EXPECTED TO WRITE PROPOSALS, REPORTS, SSRS FOR ISSUES BEING SUBMITTED TO ACOS/COS, TO EDIT DRAFTS AND TO PRODUCE FINISHED WRITTEN PRODUCTS. F. EXPERIENCE IN BUDGETING AND ACCOUNTING G. MUST BE ELIGIBLE FOR A NATO SECRET SECURITY CLEARANCE. H. MUST HAVE AN EXCELLENT KNOWLEDGE OF ENGLISH (BOTH VERBAL AND WRITTEN) (SLP 4444). I. STANDARD AUTOMATED DATA PROCESSING (ADP) KNOWLEDGE: WORD PROCESSING: WORKING KNOWLEDGE SPREADSHEET: WORKING KNOWLEDGE GRAPHICS PRESENTATION: WORKING KNOWLEDGE DATABASE: WORKING KNOWLEDGE 4. DESIRABLE QUALIFICATIONS: A. EXPERIENCE IN AN INTERNATIONAL ORGANIZATION OR PRIOR NATO EXPERIENCE AND KNOWLEDGE OF NATO ORGANIZATION AND CIVILIAN PERSONNEL POLICIES. B. EXPERIENCE IN ORACLE DATABASE SYSTEMS AND SQL. C. FRENCH (SLP 2232) 5. PERSONAL ATTRIBUTES: A. HIGH LEVEL OF INTER-PERSONAL AND SUPERVISORY SKILLS. B. EXCELLENT ANALYTICAL SKILLS. C. ABILITY TO EXERCISE DISCRETION, TACT AND SOUND JUDGEMENT IN PERFORMANCE OF DUTIES D. CAPABLE OF WORKING HARMONIOUSLY IN A MULTI-NATIONAL ENVIRONMENT 6. MANAGERIAL RESPONSIBILITIES: DIRECT SUPERVISORY RESPONSIBILITY FOR 3 CIVILIAN PERSONNEL ASSISTANTS. FUND MANAGER FOR CHAPTER I BUDGET RELATED TO COMPENSATION OF CIVILIAN STAFF. 7. PROFESSIONAL CONTACTS: INTERNAL: MANAGERS, STAFF MEMBERS, FINANCIAL CONTROLLER'S BRANCH, LEGAL OFFICE, MANPOWER SECTION. EXTERNAL: COUNTERPARTS IN OTHER NATO AGENCIES AND SACT SUBORDINATE COMMANDS, U.S. MISSION TO NATO, US STATE DEPARTMENT, JOB APPLICANTS. MAY BE REQUIRED TO ATTEND MEETINGS TO REPRESENT HQ SACT. PURPOSE OF CONTACTS RANGE FROM EXCHANGE OF INFORMATION TO NEGOTIATION WITHOUT COMMITTING THE ORGANIZATION. 8. CONTRIBUTION TO OBJECTIVES: DIRECT CONTRIBUTION TO THE ORGANIZATION'S OBJECTIVES BY ENSURING COMPLIANCE WITH NATO REGULATIONS, MEETING ORGANIZATION STAFFING NEEDS AND ENSURING EFFECTIVE FUNCTIONING OF THE HUMAN RESOURCE MANAGEMENT PROGRAMS. 9. WORKING ENVIRONMENT: NORMAL OFFICE ENVIRONMENT. 10. THE STARTING BASIC MONTHLY SALARY FOR AN A-2 IN THE U.S.A. AS OF 01 JANUARY 2003 IS U.S. DOLLARS 4946.00 TO WHICH RELEVANT ALLOWANCES WILL BE ADDED. 11.
