Project Title: Wayside Exhibits Artwork (9 paintings) for Nez Perce National Historical Park, 39063 US Highway 95, Spalding, ID 83540. Request for Quotes No. Q9373030001. The Contracting Officer for this solicitation is Joyce E. Bolin, 208-843-2261 ext. 115 or joyce_bolin@nps.gov. All proposed offerors must be registered in the Central Contractor Registry at www.ccr.gov. A Dun & Bradstreet Number is required to complete the CCR form. You may get a D & B number from www.dandb.com. It can take up to 30 days to get a number so please do so as soon as possible. To determine if your company is located in a HUBZone and can be certified by the SBA as a HUBZone business, see www.sba.gov. The National Park Service requires a firm, fixed price supply contract to furnish all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of the above named project. Work includes: The painting of 9 full color illustrations that will be used to interpret the culture and history of the Nez Perce Indian Nation at 6 various locations throughout the Northwest. These are as follows: White Bird Battlefield, Idaho; Canoe Camp Site, Idaho; Weippe Prairie, Idaho; Big Hole National Battlefield, Montana; Canyon Creek, Montana; Jospeh Canyon Overlook, Oregon. Each of these 6 locations have very specific layouts described in the solicitation that will require the awarded artist to visit each of the 6 sites and produce illustrations that are prepared as paintings suitable for reproduction by four-color process screenprinting for fiberglass embedment. After award a pre-work conference is required along with the site visits for review of subject matter content and the development of rough sketches. Work also includes research, supplies (paper, canvas, painting supplies, photographic film, etc.) and review meetings with the COR for each deliverable. All Nez Perce, U.S. Military, and civilian clothing, accessories, horses and weapons shall be accurately depicted for the time period of the specific illustration. Landscapes and landscape features shall be rendered as viewed from wayside exhibit locations, but be reflective of the specified historic time periods. Artwork shall be rendered at the specific sizes noted in the solicitation, plus TWO additional inches of bleed in each dimension. For example, if the painting is 30" wide by 13" high than it shall be prepared on a medium at least 32" wide by 15" high. This bleed will assist designers in fitting the final artwork to design layouts for reproduction use. The NAICS Code for this solicitation is 711510. The Small Business Size Standard is $6.0 Million. Contract duration is estimated at 9 months from date of award. The price range for this small purchase is between $25,000 and $100,000. All responsible, responsive, SBA certified HUBZone small businesses may submit an offer, which, if submitted in a timely manner will be considered. Offers with all required samples and submittals will be accepted at the address listed in the solicitation with the manual signature of an authorized company official. Responses will be due approximately 30 days following the issuance of this Request for Quotes.
