Description
NA Project No. GUQE 002101, Repair Aircraft Parking Ramp, Forbes Field Air National Guard Base, Topeka, Kansas. The government intends to award a contract to the offeror deemed responsible in accordance with the Federal Acquisition Regulation, whose proposal conforms to the RFPs requirements and is evaluated to represent the Best Value to the Government. Best Value is the most advantageous offer, price and other factors considered, and consistent with the Governments stated importance of evaluation criteria. T his may result in award being made to a higher-rated, higher-priced offeror where the Contracting Officer determines that and offerors past and present performance and technical evaluation of the higher-priced offer outweighs the cost difference. Evaluatio n factors include: past and present performance, project management, schedule, and price. Estimated cost of this project is between $10 to $15 million. Project includes airfield pavement removal, reconstruction, and repair. Project also involves installin g an underdrain system and a water infiltration drainage system for in-ground hydrant system pits. Project will include replacement of an existing aircraft parking ramp flood lighting system. Pavement to be removed is 18 inch thick concrete with 3 ?????? 5 inch asphalt overlay (approx. 70,000 sy). The new pavement system will include a fly ash stabilized subgrade, a treated permeable base, and 15 inch concrete slab (approx 70,000 sy). Three primary pavement repair methods will be used. Approximately 16,000 sy of existing 18 inch concrete will have the top 6 inches milled off and replaced with a 6 inch PCC bonded overlay. Approximately 11,000 tons of asphaltic concrete will be placed after removal of existing asphalt overlay. Isolated patching and crack repai r will be done on several other areas. New lighting system will include 5 each 120 foot steel poles, associated light fixtures and controls. This project will be done in phases to allow continued military aircraft operations throughout the construction per iod. The solicitation will contained base requirement and Five Option Line items. Decision to exercise Options will made at time of award. The solicitation is anticipated to be available on or about 23 October 2003.
