- SUBJECT: PERFORMANCE DECISION OF A STREAMLINED COMPETITION STUDY UNDER OMB CIRCULAR A-76, DEPARTMENT OF HEALTH AND HUMAN SERVICES, ADMINISTTRATION FOR CHILDREN AND FAMILIES Pursuant to OMB Circular A-76, on June 24, 2003 public notification was made to announce the streamlined competition study of the DHHS/ACF/Office of Administration (OA)/Training and Incentive Award Services functions located in Washington, D.C. On September 15, 2003, the streamlined competition form (SLCF) was certified, indicating the study's completion. Also on this date and consistent with procurement integrity, ethics, and standards of conduct rules, including the restrictions of 18 U.S.C. 208, the Program Manager of this activity reviewed the SLCF. Under this formal notification, the Contracting Officer announces the performance decision that these functions and operations shall be solicited and contracted out to the low-cost, private sector source. The responsible Contracting Officer shall award the contract in accordance with the FAR and shall implement FAR 7.305(c), the right of first refusal. In accordance with the streamlined procedures as specified OMB Circular A-76, dated May 29, 2003, the SLCF shall be made available to the public upon request. Furthermore, it is noted that no party may contest any aspect of a streamlined competition.
