- An Express Study of the Pacific Northwest Region/Station of the USDA-Forest Service for Trails Maintenance for the Gifford Pinchot and Mt. Hood National Forests and the Columbia River Gorge National Scenic Area involving 8.44 full time equivalents was conducted pursuant to OMB Circular No. A-76, including allowed deviations. On September 29, 2003, the performance decision resulting from the Study was to retain performance in-house.
