- An Express Study of the Region 10 road maintenance activities, involving 3.44 full time equivalent employees, was conducted using the U.S. Department of Agriculture Guide for Conducting an Express Review Competitive Sourcing Study for Functions with 10 and Fewer Positions. On September 19, 2003, the decision was made to retain performance in house, using the existing organization to continue to perform the work under current performance provisions.
