Description
PLEASE READ CAREFULLY NASA/MSFC plans to issue a Request for Proposal(RFP) for the following Non Commercial item: A LOX/KEROSENE BOOSTER ENGINE DEVELOPMENT & DEMONSTRATION. The anticipated release date of the Draft RFP is on or about October 24, 2003 with an anticipated proposal due date, following issuance of the final RFP, of about January 30, 2004. All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B". This synopsis is an update and supplements the REQUEST FOR INFORMATION (RFI) ON THE ACQUISITON STRATEGY FOR A LARGE ORSC OXYGEN/KEROSENE ROCKET ENGINE (Reference number RFI2003-PS53-01) which was posted on July 12, 2003. You are notified that the following changes or updates are made: The synopsis serves to notify offers of the publication of the DRAFT SOW which includes prototype engine development through flight engine certification and delivery. NASA welcomes questions, concerns, or redlines of the DRAFT SOW, however no responses will be published at this time. Some questions may be addressed in a subsequent revision published with the DRAFT RFP on about 10-24-2003. Offers may schedule face to face meetings or phone meetings to discuss the DRAFT SOW or other published information. Offerors responding to this Draft Document should submit one (1) hardcopy and one (1) CD by 3:30 p.m. local time on 10-03-2003 if responses are to be considered. An Industry Briefing is scheduled for 9:30 a.m. to 2:00 p.m. on 10-31-2003. The tenative Agenda is listed below. Industry Briefing 9:30 to Noon (written questions may be submitted/verbal answers following lunch) Lunch Break Noon to 1:00 p.m. Question/Answer 1:00 p.m. to 2:00 p.m. Individual Meetings 2:30 p.m. to 4:30 p.m. (building 4200) Contact Judith Gregory 256-544-8312 or (judith.a.gregory@nasa.gov) to schedule an individual meeting after the Industry Briefing. Meetings may be limited to 45 minutes. Include the names and nationalities of the parties included for your organization. For attendees to the Industry Briefing, offerors may submit the names with proper documentation to Judith Gregory 256-544-8312 or (judith.a.gregory@nasa.gov). Number of attendees from any individual company is limited to 7. See instructions below. ------------------------------------------------------------------ The revised NPG 1371.2A, "Procedures and Guidelines for Processing Requests for Access to NASA Installations or Facilities by Foreign Nationals and U.S. Citizens who are representatives of Foreign Entities," is now in effect. NPG 1371.2A applies to all on-Center and MSFC component facilities. This procedure changes the timeline for submitting requests for foreign visits. The timeline for submitting the completed MSFC Form 4336, "Foreign National/Foreign Representative Visit Request," to AD50/Deborah Swafford, Center International Visit Coordinator (IVC), is as follows: Short term visits (30 days or less) must be submitted 20 working days before the visit. Long term visits (known as assignments which are in excess of 30 days) must be submitted 2 calendar months before the visit. Request for visit of foreign national or foreign representative of a designated area must be submitted 2 calendar months before the visit. Requests for an assignment for a foreign national to be sponsored by NASA on a J-1 exchange assignment must be submitted 3 calendar months before the visit. Requests for a visit by accredited news media should be submitted 5 working days before the visit. ----------------------------------------------------------------- This acquisition will have heavy emphasis on Small Businesses and two lists are attached for offerors to peruse. Documents related to this procurement will be available over the Internet and are in Microsoft Office 2000 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
