- NA Clarification to the requested comments/concerns NLT 30 September 2003: Fort Carson is seeking industry comments/concerns to the proposed concept of the selected contractor providing the property/equipement that has historically been provided by the Gover nment under the Fort Carson Operation and Maintenance Contract. Fort Carson is not asking for proposals or any other information that may be otherwise construed as propritary, but rather more general comments such as; 1. it is feasible, but should be limi ted to. . . 2. not at all feasible. 3. feasible, contractor can provide everything. Concerns or recommendations about this concept may also be expressed and will be greatly appreciated. It is anticipated that the Request for Proposals will establish cert ain parimeters but will provide potential offerors great flexibility in proposing innovative ways of performing the contract. Equipment leasing, subcontracting of functions, more efficient types of equipment are all potential alternatives. It is currentl y anticipated that this area will be a major evaluation factor in the source selection process. Comments /concerns on the concept of the contractor providing their own maintenance facility are also solicited. It is anticipated that the requirement for s uch a facility would be greatly reduced from the current requirment/facility based on the contractor??????s proposed innovative methodolgy of performing the contract. Information obtained from industry willl not be distributed outside the Government but ra ther taken into consideration during the formulation of the RFP submission.
