- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The reference number is F23MXS32250100 and the solicitation is issued as a request for quotation (RFQ). (iii) This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2002-13. (iv) This solicitation is 100% set-aside for small business concerns. The associated NAICS code is 332323 and small business size standard is 500 employees. (v) This requirement consists of two line items to be priced individually. (vi) This requirement is to remove two swing gates and install one 32 ft slide gate with power gate operator and install mag reader in accordance with the Statement of Work. (vii) The expected period of performance of any resulting order will be 30 days ARO. (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this solicitation. (ix) The provision at 52.212-2, Evaluation -- Commercial Items, applies to this solicitation. Paragraph (a) of FAR 52.212-2 is added to read: "Best value and the technical ability to meet all requirements outlined in the Statement of Work." The contractor certifies that it meets all requirements by submitting a quotation. The contractor shall provide references or documents to verify that their workers meet all requirements of the solicitation. (x) The provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this solicitation. The contractor shall return a completed copy of this provision with its quotation. A copy of the provision may be attained from http://farsite.hill.af.mil. (xi) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. The following FAR clauses identified at paragraph b of FAR 52.212-5 is considered checked and is applicable to this acquisition: (11),(12), (13), (14), (15), (16), (21), and (24). The following FAR clauses identified at paragraph c of FAR 52.212-5 is considered checked and is applicable to this acquisition: (1), (2), and (3). The Department of Labor Wage Determination Number 1994-2393, revision number 25 applies to this acquisition. A copy of the Wage Determination will be provided by request. (xiii) Not used. (xiv) The Defense Priorities and Allocations System (DPAS) is not applicable to this acquisition. (xv) Commerce Business Daily numbered note 1 applies to this acquisition. LINE ITEM 0001 1 LS @ ____________________ REMOVE TWO (2) SWING GATES AND INSTALL ONE (1) 32 FEET SLIDE GATE WITH POWER GATE OPERATOR, TWO (2) CARD READERS ON POST AND INSTALL POWER FROM TRANSFORMER. STATEMENT OF WORK: Furnish all plant, labor, materials and equipment necessary to replace two (2) each swinging gates at the vehicle entrance to compound and install one (1) each 32 feet wide sliding gate with electrically operated opener. Install two (2) each weatherproof card readers (one outside and one inside). Card reader to come complete with 50 each cards that can be deleted individually. Install electrical circuit from panel board on nearby transformer to electric opener. Remove an dispose of old electric circuitry from source to gate. Make all connections and test for proper operation. NOTES TO CONTRACTOR: All electrical work shall be performed by a licensed electrician and shall comply with the current National Electrical Code and practices that are common to the trade. All materials that are removed shall be properly disposed of. No ozone depleting materials shall be used. Proper repairs shall be made to all asphalt, concrete and grass areas that have been damaged/disturbed. LINE ITEM 0002 1 LS @ ____________________ FURNISH AND INSTALL CARD READER MMTC MODEL 11-3500 (WITH 50 CARDS), AND MAG LOCK, MMTC MODEL MS62F. STATEMENT OF WORK: Furnish all plant, labor, materials and equipment to replace electrically operated personnel gate opener. Work shall include replacement of mag lock and installation of two (2) each weatherproof card readers (one outside and one inside). Install 6 circuits, rain tight panel board on nearby transformer and install electrical circuit from panel board to electric opener. Make all connections and test for proper operation. Remove and dispose of old electric circuitry from source to gate. NOTES TO CONTRACTOR: All electrical work shall be performed by a licensed electrician and shall comply with the current National Electrical Code and practices that are common to the trade.
