Description
Closing time for this announcement is hereby extended to 4:30 P.M Central Standard Time on 22 Sep 03. Statement of Work and the Bid Schedule are added below with this modification. STATEMENT OF WORK (SOW) FOR THE GENERAL MAINTENANCE OF THE ADVANCED SPATIAL DISORIENTATION TRAINER (ASDT) 1.0 GENERAL INFORMATION 1.1 SCOPE OF WORK 1.1.1 The Contractor shall provide all labor, equipment, transportation, supervision, and other items and services as necessary, including all software programming tools, to perform on-site preventive, intermediate level, emergency and factory maintenance for the Government owned GYROLAB 2000 Advanced Spatial Disorientation Trainer (ASDT). The ASDT is located in Building 747 at Randolph AFB, TX. The Contractor shall recommend, propose, perform, and document upgrades and modifications to the ASDT system as required and approved by the ASDT Contracting Officer Representative (COR). 1.1.2 The Contractor shall perform weekly, monthly, quarterly, and annual preventive maintenance (PM) activities as defined herein. Hours for these tasks are as follows: Weekly PM 8 hrs each Monthly PM 16 hrs each Quarterly PM 24 hrs each Annual PM 40 hrs total 1.1.3 The Contractor shall provide a technician on an On-Call basis for diagnosis and repair of malfunctions of the ASDT device for a total of not more than 24 hours per month. Actual Emergency Maintenance expenses will be invoiced against the Emergency Maintenance ?Not to Exceed? CLIN of this contract. Additional hours, if necessary, shall be coordinated through the COR and approved by the CO. 1.1.4 The Contractor shall provide Factory Maintenance (FM) as required. FM will be approved by the COR prior to commencement of work. Actual Factory Maintenance expenses will be invoiced against the Factory Maintenance ?Not to Exceed? CLIN of this contract. Additional expenses, if necessary, shall be coordinated through the COR and approved by the CO. 1.2 CONTRACTOR PERSONNEL 1.2.1 Contract Manager. The Contractor shall provide a Contract Manager who shall be responsible for the performance of the work required under this contract. The name of the Contract Manager and any alternate(s) who will be authorized to perform services in the absence of the Contract Manager shall be designated in writing to the COR prior to contract start date. Changes in personnel shall also be submitted in writing to the COR as soon as possible to preclude any disruption in service. 1.2.1.1 The Contract Manager and alternate(s) shall be able to read, speak, write and understand English. 1.2.1.2 The COR may require the Contract Manager or his designated representative to meet with the Contracting Officer (CO), ASDT Program Manager, COR, a designated Contract Administrator, and other Government personnel as deemed necessary. The Contract Manager or his designated representative shall be available to meet with Government personnel on 48 hours notice. The Contractor may request a meeting with the COR, and if necessary, with the CO when he or she believes such a meeting is necessary. Minutes of any such meeting shall be prepared by the COR or ASTD Program Manager and submitted to the Contractor and CO for his/her records. If the Contractor does not concur with any portion of the minutes, such non-concurrence shall be provided in writing to the COR within ten (10) calendar days following receipt of the minutes. 1.2.2 Contractor Employees. The Contractor shall employ technicians with a minimum qualification level of Electronics Technician, Maintenance II, in accordance with Department of Labor Occupation Code 23181 for all maintenance on the ASDT device. The Contractor shall not employ persons for work on this contract if such employees are identified to the Contractor by the COR as a potential threat to the health, safety, security, general well being, or operational mission of the installation and its population. 1.2.2.1 Contractor personnel shall present a neat appearance and follow all rules and regulations concerning Contractor personnel working at Randolph AFB, TX. 1.2.2.2 A resume detailing the employees? experience, training, and any applicable certifications shall be made available to the ASDT Program Manger and the COR upon request. 1.2.2.3 The Contractor shall not employ any person who is an employee of the US Government if employing that person creates a conflict of interest. Additionally, the Contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DODR 5500-7 (for military) and AFI 36-701 (for civilian). The Contractor shall not employ any person who is an employee of the of the Air Force if such employment would be contrary to the policies in AFI 64-106. 1.2.2.4 The Contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment. Military Reservist and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the Contractor?s ability to perform, however, their absence at any time shall not constitute an excuse for non-performance under this contract. 1.3 CONTRACTOR ACCESS TO MILITARY INSTALLATIONS 1.3.1 The Contractor shall obtain appropriate Randolph AFB identification passes, if required, for all Contractor personnel, including subcontractors, performing work on Randolph AFB, TX. 1.3.2 The Contractor shall insure that the identification passes are returned to the COR upon termination or completion of the contract or expiration of the identification passes. 1.4 PHYSICAL SECURITY 1.4.1 The Contractor shall be responsible for safeguarding the Government facility and property where work is to be performed. This shall be accomplished by ensuring that all Government facilities, equipment, and materials are secured at the end of each workday. 1.4.2 The Contractor shall establish and implement procedures to ensure unauthorized persons do not use any keys issued to the Contractor. The Contractor shall not duplicate any keys issued by the Government. 1.4.3 The Contractor shall immediately report to the COR any occurrences of lost or duplicate keys. In the event keys, other than master keys, are lost or duplicated, the Contractor shall be required, upon written direction of the COR, to re-key or replace the affected lock or locks without any additional cost to the Government. The Government may, at its discretion, replace the affected lock(s) or perform re-keying and deduct the cost of such from the monthly payment due to the Contractor. In the event a master key is lost or duplicated, the Government shall replace all locks and keys for that system and the total cost shall be deducted from the monthly payment due the Contractor. 1.5 HOURS OF OPERATION 1.5.1 Normal Hours of Operation. The Contractor shall perform the service required under this contract Monday through Friday, between 8:00 A.M. and 4:00 P.M. excluding established Federal Holidays unless otherwise coordinated through the COR and agreed to between the Contractor and the CO. The COR shall provide the Contractor with a projected Monthly Schedule for operations and schedule updates as they occur for service work planning. Changes to the schedule shall be provided to the Contractor as far in advance as possible. The Contractor shall make maintenance schedule adjustments as necessary based on the schedule changes provided by the COR. 1.6 ACCESS TO FACILITIES 1.6.1 During the performance of this contract, access to the ASDT system by other Government contractors shall be coordinated through the COR and the Contractor in order to ensure ETC?s proprietary rights are not violated. Access shall include, but not be limited to, the review of spares, support equipment, drawings, technical data, and visual analysis of the operating functions of the ASDT system. 1.7 WORKING CONDITIONS 1.7.1 The Contractor shall keep its assigned work area in a neat, clean, orderly, presentable, and safe condition. 2.0 SPECIFIC TASKS 2.1 GENERAL INFORMATION 2.1.1 All maintenance, except for pre/post check flights, shall be performed, inspected, and documented in accordance with the GYROLAB Model GL-2000S ASDT maintenance requirement cards, the Operations and Installation, Maintenance and Troubleshooting manuals, and Vendor Literature manuals. The Contractor shall maintain (and update as required) ASDT System manuals. The scheduling of all maintenance services shall be coordinated with and approved by the ASDT Program Manager or the COR. 2.1.2 Record of Maintenance. Contractor shall maintain a database of all maintenance accomplished on the ASDT System. The database shall include, as a minimum, the following information: date of service call, type of maintenance accomplished (i.e., preventive, intermediate, emergency, factory), description of malfunction (i.e., hardware, computer, mechanical, electrical), action recommended, parts replaced/repaired, who accomplished the work, and the date the work was completed. Such records shall be in accordance with current applicable regulations and/or industry standard practices. This collected data shall be the property of the Government, but shall be mutually shared for the duration of the contract period between the Contractor and the Government to enhance device performance. Maintenance records shall be made available to the ASDT Program Manager and COR upon request. The Contractor shall be responsible for recording all preventative maintenance performed on AF Form 244, Record of Inspection Industrial/Support Equipment Record. 2.1.3 Once coordination of maintenance work is achieved, the Contractor shall pursue completion of the repair service (contingent upon availability of parts) without delay or interruption during all normal working hours. Compliance shall be attested by the presence of Contractor qualified service personnel remaining on the job site, during normal working hours only, to ensure repairs and service are completed, and the system is fully operational. 2.1.4 Changes or modifications to the ASDT System. The Government retains the right to modify the ASDT system/device. An equitable adjustment, if applicable, for maintenance resulting from such changes or modifications to the ASDT shall be negotiated with the Contractor. 2.2 PREVENTIVE AND INTERMEDIATE MAINTENANCE 2.2.1 The Contractor shall perform regularly scheduled preventive maintenance and intermediate maintenance and repair of malfunctions (the Government shall notify the contractor of any malfunctions) in accordance with the ASDT sequence control chart, maintenance requirement cards, and/or maintenance manuals/drawings except for Pre/Post flight checks. Control charts, maintenance requirement cards, and/or manuals are available to the Contractor for review through the COR. 2.2.2 Intermediate maintenance includes troubleshooting, disassembly, repair, replacement of assemblies and subassemblies, re-assembly, adjustments, calibration, and testing. Intermediate level maintenance shall require the approval of the COR prior to performance. 2.2.3 The Contractor shall recommend changes to the Preventive Maintenance Program that will improve the availability of the ASDT for use and/or changes that will reduce the maintenance costs to the Government. 2.2.4 The Contractor shall make no changes to the ASDT?s configuration without authorization from the COR. 2.3 EMERGENCY MAINTENANCE 2.3.1 Emergency maintenance may include troubleshooting, disassembly, repair, replacement of assemblies and subassemblies, adjustments, calibration, and testing. The contractor shall respond to calls for emergency maintenance support within 24 hours. The contractor shall provide a telephone number for 24 hour per day, 7 days a week emergency service before contract start date. 2.3.2 Hours and expenses shall be invoiced against the ?Not to Exceed? Emergency Maintenance Contract Line Item Number (CLIN) on this contract. 2.4 FACTORY MAINTENANCE 2.4.1 The Contractor shall request authorization from the COR when the Contractor determines equipment needs to be returned to the factory or a vendor for repair. In those instances where factory or vendor repair are determined necessary, the Contractor shall be responsible for the equipment from the time it leaves the Government site until it returns to the Government site. Equipment shall be returned in good operational condition. The Contractor shall use the most economical, yet reliable means of transporting equipment to and from the factory. 2.4.2 The Contractor shall submit to the CO a proposal for the cost of factory maintenance to include transportation costs. The Contractor shall not perform factory maintenance work until authorized by the COR and the CO. Cost of factory maintenance shall be approved by the COR and CO prior to shipment of the equipment. 2.4.3 Prior to shipping any equipment for factory maintenance, the Contractor shall provide the CO and COR a list of the equipment to be shipped. The list shall include name, model number, and quantity for each piece of equipment, state method of shipment used, and identify the projected return date. The list shall be signed and dated by the Contractor. 2.4.4 Hours and expenses shall be invoiced against the ?Not to Exceed? Factory Maintenance CLIN on this contract. 2.5 PARTS 2.5.1 Contractor Provided Parts 2.5.1.1 The Contractor shall be responsible for identifying suitable replacement parts for any obsolete parts. All required material and parts shall be new or reconditioned unless otherwise approved in writing by the COR and the ASDT Program Manager. Engineering costs incurred for the identification of acceptable alternative parts shall be included in the price of the component at the time of quotation for COR/CO approval. 2.5.1.2 The Contractor shall be reimbursed for parts, labor, and material under the ?Not to Exceed? Parts Expenses CLIN on this contract as approved by the COR or Contracting Officer. The Contractor shall be reimbursed on the basis of direct cost plus applicable burden (manufacturing overhead, general and administrative cost, profit) and shipping charges. Additional shipping charges from special handling such as supplier delivery and premium freight shall require advance approval by the COR/CO. 2.6 REIMBURSEMENT OF TRANSPORTATION COSTS 2.6.1 Invoices for reimbursement of transportation costs shall identify the shipping charges, name of the commercial carrier, and the date the shipment was made as a separate item on the invoice. Shipping charges in excess of $25.00 must be accompanied by proof of a freight bill. Shipping charges over $250.00 shall require approval by the CO and Transportation Office. 2.7 SOFTWARE 2.7.1 The software/source code license is not exclusive to the Government. Government use of this software/source code license is limited solely to the ASDT application, and the Government assumes all liability and responsibility for such use. The Contractor shall be responsible for the maintenance of the software for the Control System if repair or manipulation of the software is required to insure the safe and proper operation of the ASDT. If it is deemed necessary by the Contractor or the Government that modifications to the control software are required for the safe and proper operation of the ASDT, the changes and/or revisions to the software shall be shared between the Contractor and the Government on a no charge basis and for the free use by Environmental Tectonics Corporation for its own purposes. Likewise, any other modification made to the ASDT control software by the Government pursuant to this paragraph shall be shared with Environmental Tectonics Corporation for its free use. Any added cost for alterations to the software for reasons other than the safe and proper operation of the ASDT device shall be quoted to the Government as a separate cost proposal for Government purchase. The Contractor is not liable for problems resulting from third party software changes. 2.8 EXTENDED WARRANTY 2.8.1 The Contractor shall repair or replace, at its option, selected mechanical and electrical components that fail on the ASDT device for the duration of the contract. This proposed option specifically does not include any of the computers or parts of computers (such as power supplies, printed circuit boards or input/output devices) and the projector of the visual display systems. These are known to be obsolete and components are unavailable. In addition, the planetary, yaw, pitch and roll gearboxes, and the planetary amplifier, are specifically not included in this extended warranty. All other components of the ASDT are covered under the extended warranty. While a list of the components covered is too large to list, some examples are as follows: - The structural components of the ASDT - The movable hood and components thereof - The motors of the ASDT (pitch, roll, yaw & planetary) - The movable seat assembly - The cockpit rudder pedals and joysticks Due to possible unavailability of some components, the Contractor is authorized to supply components of other manufacturers or models, which may have slightly different dimensions or performance criteria, as long the operational fidelity of the device is maintained. PART I ?
