Description
NA JOB DESCRIPTION: This project is a Design-Build, Competitive, Unrestricted procurement. Estimated cost range is between $10,000,000 and $25,000,000. The work consists of the design and construction of a new 1-story, 4,000 SF facility to maintain munitio ns delivery systems. Facility includes bay with a bridge crane, a paint booth, and equipment storage and processing room, a rest room, an office working environment for approximately 8 employees, along with mechanical and communication rooms. Project als o includes site-adapt design (Munitions Storage Module facility design included in RFP) and construction of 30 earth-covered storage magazines, three new roadways, reconstruction of two existing roadways, and a new forced sanitary sewer service to the base sewer system. Demolition includes seven structures (including foundations, utility service lines, and access driveways), steam lines, and roadways. Project will be located in the munitions storage area on the base --- a secure area. Phased construction will be required to support multiple occupancy dates --- 15 magazines and the 4,000 SF facility will be required at specified dates throughout 2004 and the remainder 15 magazines will be required at specified dates throughout 2005. All electronic systems designed and installed must be Year-2000 and beyond compliant. The project includes development of design deliverables for review (2 to 3 submittals plus back check processes), sustainable design using LEEDs rating system (Green Building Council), anti-t errorism/force protection (will be met by compliance with the RFP requirements), design deliverables for construction, grading, relocation/ protection of utilities, utility service connections and runs, fire-protection/life safety systems, handicapped acce ssible, EMCS, HVAC, all necessary conduits and cabling (including exterior COMM cabling), plumbing, mechanical systems, interior utilities, interior/exterior finishes, exterior security lighting, parking (GOVT), concrete hardstands, landscape and irrigatio n system, signage, and all necessary features (interior and exterior) to yield safe, complete, and useable facilities for their intended use. This project is unique and critical in the following way: There is not a long lead time for the construction port ion; there must be high production at a rapid rate; there must be multiple tasks accomplished at multiple sites in highly secure areas. NAICS Code: The NAICS code for this project is 236210. The Size Standard for this NAICS Code is $28,500,000.00. Larg e business competing for this project must comply with the FAR 52.219-9 clause regarding the requirement for a subcontracting plan on the part of the work it intends to subcontract. The recommended goals for subcontracting are 57.2% for Small Business, 8. 9% for Small Disadvantaged Business, 8.1% for Women Owned Small Business, 3.0% for HUBZONE Small Business, 3.0% for Service-Disabled Veteran-Owned Small Business. With o ur new system you only have to do the full registration one time. If you have your user name and password you can always go back into the system and register for other jobs without having to go through the entire registration process. However you can onl y do this by using your initial user name and password. To down load the solicitation go to the Sacramento District Contracting Division Internet Home Page at http://ebs.spk.usace.army.mil/ from there click on Sacramento District, then it will take you to a l ist of advertised solicitations and then from there click on the desired solicitation number, on the bottom of this page there will be a bar that says download/view solicitation files. Select plans or specs from the drop down box and press the go button. This will take you to the next page, then from there click on file name and download. To download amendments: Access the list of advertised solicitations. Select the desired solicitation and then click on the amendment number. At the next screen, clic k on the file name and download it. All responsible sources may submit an offer which will be considered by the agency. Please note that all contractors and potential contractors must be registered with the Central Contractor Registration (CCR) database.
