- Solicitation /Synopsis: This combined solicitation/synopsis for commercial items prepared in accordance with the format in FAR, Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2001-15. The Northern American Industrial Classification System Code (NAICS) 238330 and $12 Million size standard. The proposed contract listed is set aside for small business concerns. ITEM DESCRIPTION: Purchase and install 3,240 sq ft. of carpet for twenty Launch Control Capsules (LCC). Each capsule has two runs connected as a ?T?. One run is 6? x 22?, the other run is 3? x 10?. Carpets will be Philadelphia, Vocation Classic 28 50764 carpet by Shaw Industries, Inc.; Nashua III 28oz. carpet by Weave Point or equal, which meets or exceeds these standards; 1) Tufted Carpet ? Heavy, 2) Level Loop, 3) 32-4500 Nylon Fibers Density, 4) 46-4300 Wool & Wool Nylon Density. All work will be accomplished in accordance with the Service Contract Specifications. All work areas will be cleaned of debris on a daily basis. The contractor is responsible for verification of all quantities, dimensions, and site conditions. Once awarded, vendor will provide carpet color samples to Missile Engineering for selection of color to match existing color d?cor of Launch Control Center. Furnish materials and labor and demo existing carpet to include scaring of old mastic material. Furnish materials and labor to install carpet within the LCC. Carpet edges must be bound prior to installation. Bound edges will be sewn. All sewing may occur offsite or outside the LCC with the blast door closed. The amperage of the sewing machine must be below 15 amps and will require approval prior to use. Awarded vendor will be given the opportunity to visit site for exact measuring. Mileage will be 120 miles roundtrip, times two trips per site for 20 sites for a total of 4800 miles. A sketch of the room is available upon request. Quotes shall include pricing information to include material unit price and extended total as well as the completed provision at FAR 52.212-3, Offeror Representation and Certifications-Commercial Items, with its offer. The clause FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. No addenda apply. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items-applies to this acquisition. Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are (b) 5, 14, 16-19, and 29. The following clauses are also applicable to this acquisition: DFARS 252.225-7001, Buy American Act and Balance of Program (41 U.S.C. 10, E.O. 10502)(Over $10,000); DFARS 252.232-7003, Electronic Submission of Payment Requests; and DFARS 252.204-7004, Required Central Contractor Registration. Quotes will be received at 90 CONS/LGCB, 7505 Marne Loop, F.E. Warren AFB, WY 82005-2860 until 4:30 P.M. local time on 24 Sep 03.
