- This synopsis is for the purchase of a HD-6000 Cavity Degausser. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. Award will be made on an all or none basis. This acquisition is 100% set-aside for small business. The North American Industry Classification System (NAICS) code for this acquisition is 333999 and the Small Business Size standard is 500 employees. The solicitation number 03CIT3212 is being issued as a Request for Quotation, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2001-11. The Simplified acquisition procedures of FAR Part 13 are applicable to this procurement. Delivery shall be FOB Destination to Brunswick, GA. Responses to this Request for Quote must be received no later than 23 September 2003, 4 pm Eastern Standard Time. The Government intends to award this requirement on a sole source basis to Data Security, Inc., pursuant to FAR 6.302.1 Only One Responsible Source. The degausser must meet DOD specifications for purging the Classified/Sensitive Information tape media up to 2500 Oersteds including 8 mm, 4 mm, and DLT tapes. Degausser must also meet DOD specifications for purging Classified/Sensitive Information from hard disk media up to 3000 Oersteds including zip disks, jazz disks, 1/3, 1/2, and full-height hard drives without removing the disk platters. Degausser must be listed in the National Security Agency approved Degausser Products List (DPL) as meeting these requirements. Degausser must accept hard drives to 3.5 in. high by 6 in. wide by 10 in. deep. Degausser must operate under standard office conditions and voltage. Such degausser is required to declassify media and to sanitize non-operational media. The resultant award will include a CLIN breakdown as follows: 1) HD-6000 Cavity Degausser, 1 each; 2) 1 year maintenance for HD-6000 Degausser; 3) Six Months Certification for the HD-6000 Cavity Degausser with provisions for NSA directed periodic certification. Interested contractors must provide documentation to show that they are providing the brand name (HD-6000 Cavity Degausser). The following provisions in their latest editions apply to this solicitation: FAR 52.212-1, Instructions to offerors, Commercial Items; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; FAR 52.212-4, Contract terms and Conditions-Commercial items with addendum that the Government will not pay taxes where an exemption applies. FAR 52.212-5, Contract Terms and Conditions Required to Implements Statues or Executive Orders-Commercial Items and the following additional clauses therein apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. All potential contractors must be registered in the Central Contractor Registration System. Registration must be done immediately upon retrieval of this synopsis in order to be considered for award. Clauses and provisions may be accessed in full text at http://farsite.af.mil. Proposals may be submitted in contractor format and shall include: (1) Company name, address, telephone number, e-mail address and Fax number; (2) Solicitation number, (3) Unit and extended prices for all CLINS, (4) Number of days required for delivery of items after receipt of order. Delivery will be to Brunswick, Georgia , Zip Code 31524, (5) Prompt payment terms, (6) Taxpayer Identification Number (TIN), Contractor DUNS number and Commercial and Government Entity (CAGE) Code, (7) A completed copy of FAR 52.212-3 Offeror Representations and Certification Commercial Items must be submitted with quote.
