- CHANGE DESCRIPTION IN ITS ENTIRETY TO READ AS FOLLOWS; The Naval Undersea Warfare Center Division Newport RI intends to award a contract with firm fixed price provisions. The requirement is to obtain Qty (1) Optical Sensor System, part of a Fixed Naval Gunfire Scoring System (FNGSS), to be installed on ocean based towers offshore of the Marine Corps Air Station located in Beaufort, South Carolina. The system must support Navy training that rates the ability of surface ships to target and fire illumination rounds of gunfire, in accordance with a Statement of Work (SOW), Performance Specification (PS), and Contract Data Requirements (CDRL). The period of performance is from date of award and shall be completed no later than 31 December 2005. Contractor effort is to design, fabricate, assemble, inspect, Factory Acceptance Test (FAT), deliver, install, integrate, test and demonstrate an FNGSS Optical Sensor System. Also required is Contractor identification and provision of ancillary spares. Development of material and conduct of on-site equipment training must also be performed. This Procurement is 100% set-aside for small businesses. Contractor selection is based on Best Value evaluation factors that include: Technical Capability, Past Performance, and Cost.
