PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS OR FAX REQUESTS FOR THIS SOLICITATION WILL NOT BE ACCEPTED. Description: Full and Open Competition. DOI Messaging Project. Solicitation Number N2551031090. The Department of the Interior requires a single, firm, fixed-price contract for a single electronic messaging system throughout all bureaus and offices of the Department of the Interior (DOI). The DOI is seeking proposals to provide the agency with a single, unified and standardized messaging component to support an environment of 70,000+ users. Proposed solutions shall provide a basic level of service to all DOI employees at least equivalent to the current state and in some functional areas enhancements over current capabilities. This solicitation contains firm fixed price elements, optional priced items and unit priced items which can be exercised as task orders under the contract. Respondents to this solicitation can submit up to three pre-determined alternative approaches, each with a separate proposal. Respondents may address and submit a proposal for one or more of the alternatives. They include for the messaging component (not hardware): Product(s)-Only; Service-Only or Product(s)-Service alternatives. The government will use a trade off approach to determine the best overall value to the government. The period of performance of this contract will be a base period of one year with four option years. The NAICS code for this project could be any of the following codes based on the alternative proposal selected for award: 511210, 541513 or 518210. This procurement is a Request for Proposals (RFP) and is subject to the provisions of Federal Acquisition Regulations (FAR) Part 15, Contracting by Negotiation. A pre-proposal meeting will be scheduled for all interested parties with the time and date to be announced in the solicitation. Responses will be due approximately 60 days following issuance of solicitation. Search by referencing the solicitation number (above), Department of the Interior, National Park Service. All vendors should pre-register to save time, by logging onto the Central Contractor Registry (CCR) at the Internet site at www.ccr.gov. Firms must be registered at CCR in order to be considered for award. Available files to download will be in one, or a combination, of the following formats: HTML, Microsoft Word - 97, Microsoft Excel - 97, Portable Document Format (PDF), or AutoCAD DWG or DWF. Free downloads of "reader" software are available for the latest version of Adobe Acrobat Reader at http://www.adobe.com, or for the AutoCAD reader called "Volo View Express" at http://www.autodesk.com. Responses from Proposers will be accepted at the address listed in the solicitation in hard copy with the manual signature of the authorized company official. Facsimile offers shall NOT be accepted.
