- Description
- (i) This combined synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quote (RFQ). Submit written offers (oral offers will not be accepted) on RFQ reference number F1SFST32520100. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. (iv) This procurement is being issued for Full and Open Competition. The North American Industry Classification System (NAICS) code is 448210. (v) This combined synopsis and solicitation is for the following commercial items: CLIN 0001 - 1500 EA COLD WEATHER BOOTS IN ASSORTED SIZES. SIZE/QTY 7-38, 7.5-38, 8-55, 8.5-65, 9-76, 9.5-164, 10-189, 10.5-194, 11-212, 11.5-139, 12-141, 13-141, 14-48. (vi) THE SUCCESFUL OFFER WILL MEET ALL THE FOLLOWING SALIENT CHARACTERISTICS: The entire boot shall be black in color. A men's size 9 shall be no wider than 4.5 inches and the boot must weigh 4.2lbs or less. The boot must contain an integrated liner (boots with removable liners will not be considered). The boot shall have a waterproof leather upper, rubber outsole and waterproof outer shell. The boot shall have a rapid dry insulation, be lined, and possess a drawstring collar. The boots must be rated for extreme cold weather (-40F). (vii) These boots are intended for field use. (viii) Delivery requested within 30 Days ADC. FOB Destination Malmstrom AFB, MT 59402. (ix) The following provisions and clause apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. (x) Offers will be evaluated on price and compliance with salient characteristics only. (xi) Per the provision at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, the offeror must include a completed copy of this provision with their offer. (xii) The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items applies to this solicitation. Specifically the following clauses cited are applicable: DFARS 252.225- 7001, Buy American Act and Balance of Payment Program; 252.225-7036, Buy America Act ?North American Free trade Agreement Implementation Act?Balance of Payment Program, Alternate I; DFARS 252.232-7003, Electronic Submission of Payment Requests. (xiv). All firms or individuals responding must be registered with the Central Contractor Registration (CCR), http://www.ccr.gov/. The Government reserves the right to award on a multiple award or an all or none basis. (xv). Quotes are required to be received no later than 12:00 MST, Tuesday, 23 Sep 2003.
