- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemental with additional information included in this notice. This announcement consitutes the only solicitation. Proposals are being requested and written solicitation will not be issued. Request for Quote (RFQ) 127015 is assigned and shall be referenced on any quotation. This solicitation is being conducted as an unrestricted procurement under the procedures of the Federal Acquisition Regulation (FAR) Parts 12 and 13 (test program). The North American Industry Classification System Code is 334220 with a Business Size Standard of employees 750. This solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://www.febizopps.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition including solicitation amendments, will be distributed through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The Federal Bureau of Investigation intends to award a firm-fixed price brand name, contract under Request for (RFQ) 127015, for the following item : Quantity, 3 each- Nanocepter Receiver, Model SI-8614. These receivers are required for new procured attache case analysis systems. Purchasing this brand name will make the system compatible to function with existing equipment. This announcement constitute the only solicitation. Proposals are being requested and written solicitation will not be issued. Request for Quote (RFQ) 127015 is assigned and shall be referenced on any quotation. This solicitation is under the Simplified Acquisition Procedures (SAP) and has been approved by the Small Business Administration to be conducted as a unrestricted competition. Standard Commercial warranty is one year. All compliant quotes received within (5) five days after date of publication will be considered by the government. Delivery of the items shall be (60) sixty days after receipt of order. Partial shipments will be accepted. The delivery shall be FOB Destination to FBI, ERF Bldg 27958A, Quantico, VA 22135. All quotes shall be submitted to the attention of Mr. Duane McClary, Contracting Officer, Engineering Research Facility, RFQ127015, Building 27958A, Quantico, VA 22135 by 2:00PM, EDT, 9/24//2003. The facsimile number (703) 632-6103. The RFQ incorporates provision and clauses that are in effect through Federal Acquisition Circular 2001-14. FAR provision 52.212-1 Instructions of Offers - Commercial Items (October 2000), FAR clause 52.212-4 Contract Terms and Conditions Commercial Items (Feb 2002) and addendums are incorporated into this solicitation. Clause 52-212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders (APR2003), Subsection (a), (b), (d), and (e) apply. Clause 52-212-4, add 52.233-2 Service of Protest (AUG 1996), 52-215-5 Facsimile Proposals(OCT1997) Department of Justice (DOJ), Justice Acquisition Regulation (JAR) Clauses, 2852.233-70 Protests Filed Directly with the Department of Justice (JAN1998), and 2852-201-70 Contracting Officers Technical Representative (COTR) (JAN 1985), Mr. Anthony Baumann, Chief Contracting Officer, Federal Bureau of Investigation, 935 Pennsylvania Ave., NW Washington, DC 20525-0001, shall serve as the FBI?s Contact in accordance with 52-233-3 Protest After Award. Addendum to Clause 52-252-5 Authorized Deviations in clauses (APR 1984), is incorporated by reference and applies to FAR 9.104-1. Clause 52-212-3, Offeror Representations and Certifications (MAY2002) and applies to this acquisition. Each offer shall include a completed copy of 52.212-3 with their quote. Clause 52-212-2 Evaluation-Commercial Item (JAN1999) is incorporated by reference and applies to this acquisition. ADDENDUM to 52.212-2 (a)- Award will be based on Best Value to the Government, technical compliance with stated salient characteristics, past performance and price. Technical and past performance when combined are more important than cost or price. However, as quotes become more equal in their product merit and past performance, the evaluated cost or price becomes the determining factor. Past Performance will be based on telephonic performance evaluations received from previous contacts provided in the quote. Any vendor not having governing or commercial experience will be rate as ?Neutral.? The evaluation of this R.Q. will be in accordance with Part 12, 13, and 15 of the FAR. Offerors must acquaint themselves with the new regulations concerning Commercial Item acquisition contained in FAR Subpart 12and must ensure that all Representations and Certifications (located on the Internet) are executed and returned as required in this synopsis/solicitation.
