Description
DESC: The Colville National Forest requires trail maintenance on the Newport and Sullivan Lake Ranger Districts. The project work area is located within the Sullivan Lake and Newport Ranger Districts, Colville National Forest, Stevens and Pend Oreille Counties, Washington; and within the extreme northwest corner of the Priest Lake Ranger District, Idaho Panhandle National Forests, Boundary County, Idaho. There is approximately 67 miles per year of trails on the Newport Ranger District and approximately 100 miles per year of trails on the Sullivan Lake Ranger District. There will be two bid items on the solicitation and there may be up to two awards from this solicitation. The Contractor shall furnish all labor, equipment, supervision, tools and transportation, operating supplies, and incidentals necessary to perform the work in accordance with the specification and provisions of the contract. There is wilderness, proposed wilderness and not wilderness areas. Service will include, but not limited to: logout and tread cleaning, brushing and limbing, reshaping tread, drainage structure maintenance, and water bar installations. The project is for FY 2004 and will have 2 one-year options (for Fiscal Years 2005 and 2006). Estimated start work date is on or about May 1, 2004. Logout and Tread Cleaning are generally required to be done within two weeks of snow melt for most trails. The most intensive period of contract work occurs in late June and early July, when over half of the trails open almost simultaneously. This project will be advertised as a written request for quotations and will be solicited under the Simplified Acquisition Procurement (SAP) rules. The NAICS code is 115310 and size standard is $6 million. The project is 100 percent small business set-aside. Estimated issue date is January 15, 2004 with quotations estimated to be due February 15, 2004. The solicitation will be posted electronically at this (FedBizOpps) site when it issues. The following are estimates of miles and kilometers of Sullivan Lake District trail maintenance work by contract pay item for fiscal year 2004. Actual quantities over the potential 3-year contract may vary from year to year, but trails identified herein are representative of anticipated work. Logging Out and Tread Cleaning 100 miles (161 kilometers) Cutting Brush 23.5 miles (36.5 kilometers) Slough & Berm Removal?Reshape Tread None in 2004 Drainage Maintenance 38.1 miles (61.2 kilometers) 2) Newport Ranger District trails tentatively scheduled for maintenance include: Batey-Bould #306, #307, #308, #309, #310, #311 and #312. Bead Lake #127 and #127.1. Lower Wolf #303, #304.1, #304.2, #305 and #305.1. Upper Wolf #303, #303.1, #303.2, #303.3 and #303.4. Geophysical #300, #301, #302, #331, #332, #333, #334 and #335. Middle Fork Calispell #313, #314 and #315 Browns Lake Trail #320 Total Newport District trail mileage proposed for contract maintenance: estimated 67 miles (108 kilometers). The following are estimates of miles and kilometers of Newport District trail maintenance work by contract pay item for fiscal year 2004. Actual quantities over the potential 3-year contract vary from year to year, but trails identified herein are representative of anticipated work. Logging Out and Tread Cleaning 66.7 miles (107.4 kilometers) Cutting Brush 27.7 miles (44.6 kilometers) Slough & Berm Removal?Reshape Tread ------0------ Drainage Maintenance 10.6 miles (17.1 kilometers) The attached maps provide additional information about the location and access to specific trails on both Districts. Trail information is provided so that potential quoters will have an opportunity to visit representative sites while they are still accessible. Potential quoters are encouraged to visit the work areas this fall to ascertain the extent of work involved. No guided tours will be held. The Request for Quotations will be issued in January when the sites may not be accessible. The Government assumes no responsibility for any understanding or representation concerning conditions made by any of its officers or agent prior to the execution of a contract, unless such understanding or representation by the Government is expressly stated in a subsequent solicitation and contract. Solicitation for Request for Quotes is estimated to be issued around January 15, 2004, with a quote due date in the middle of February, 2004. The contract field work period will run from approximately May 1st through September 5th each year.
