Description
The USDA Forest Service Fire and Aviation Management Information Systems Project Office is conducting a market survey seeking sources of existing commercial or government (COTS or GOTS) supply/material inventory management software applications that could be suitable for Forest Service (and cooperator agency) forest fire cache (warehouse) facilities. Current fire cache operations include the following business processes: defining customers and orders; creating requisitions, purchase orders and requests for supply items; issuing items; receiving new items; documenting work orders (e.g. item repair and refurbishment); back-ordering items; reserving items for future issue; documenting shipping status; returning items from incidents; maintaining an item catalog; determining warehouse location; disposing items; tracking accountable property items; building and tracking kits composed of individual items; identifying items with expiration dates (e.g. medical items and meals); designating critical items and producing a host of standard and user-defined (i.e. ad hoc) reports on demand. This inventory tool would be used by between 250 and 350 government personnel with knowledge of fire cache business operations. General software architectural requirements would include: varying levels of user access and security would be controlled by a system administrator through profiles, passwords, etc.; must run as a stand alone Java application; able to communicate with central/dispersed servers; exactly meets or could easily be altered to accommodate existing legacy application processes and GUI user interfaces; able to be deployed quickly; easily learned by government personnel; is modularized for adaptation to different-sized operations and phased implementation; code is written in common commercially available development language which could be modified and maintained by gov?t employees or other vendors; system would allow data entry by various input technology (e.g. mouse, keyboard, barcode, smart card); able to interface with one or more existing stand-alone software applications though an API or other means. This is a sources sought synopsis to identify prospective sources and does not commit the USDA Forest Service to issue a solicitation or make an award. No solicitation document exists at this time. If a solicitation is released, it will be synopsized in FedBizOpps. It is the potential offeror?s responsibility to monitor the site for release of any future solicitation or synopsis. Offerors having an off-the-shelf application/system similar to that described above are invited to provide information regarding your system and company to the Contract Specialist, Joy Bartlett, at jlbartlett@fs.fed.us or fax number (303) 275-5453, no later than 4 P.M. MST, October XX, 2003. System information should include the general description of application business processes, operating environment, architecture description, software development code and version and current government or commercial use of system. Company information shall include name of company, point of contact, business size and disadvantaged status, if any. Offerors are invited to include an order of magnitude cost to the government estimate to procure the application, including any software licensing costs. Any information submitted in response to this sources sought synopsis is strictly voluntary. The Government will not pay for any information submitted in response to this sources sought.
