- Description
- The Department of the Interior, Minerals Management Service (GovWorks), intends to make a firm-fixed-price, sole source award to Milliman USA. GovWorks/DOI intends to issue a Purchase Order in accordance with FAR 13.5, Test Program for Certain Commercial Items. This non-competitive action is being issued by GovWorks under the authority of the Department of Interior Franchise Fund on behalf of the United States Department of Agriculture Risk Management Agency (RMA). In a project that was completed in February 2003, Milliman USA did extensive statistical, economic, and financial analyses that led to its development of a computerized statistical Model of the Standard Reinsurance Agreement (SRA). This new project is a follow-on to both the analyses and the SRA model, the objective of which is to update the Reasonable Rate of Return results of the previous studies. Familiarity and experience with the Model and the Federal Crop Insurance Program are considered essential to satisfy the Period of Performance, which is ten business days from date of award. The intent of this synopsis is for informational purposes only. This is NOT a request for competitive quotes. However, all information received within five (5) days of this notice will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
