Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-14 and Defense DCN 08-21. If two (2) or more responsible and technically acceptable small businesses respond, this acquisition will be 100% set-aside for small business, if not, it will be unrestricted. The Federal Supply Class (FSC) is R499. The associated Standard Industrial Classification (SIC) is 8299. The North American Industry Classification System is 611710 and the associated business size standard is 500 employees. This request for quotation consists of the following: Item 0001 Services Nonpersonal: To provide all instructors, transportation, and other items necessary to teach and conduct three 13 hour two day workshops on the subject of executive career management, and three 6.5 hour one day workshops on the subject of salary and benefits negotiations at Travis AFB in accordance with the Statement of Work dated 15 Sep 03. These workshops are designed specifically for senior non-commissioned and commissioned officers transitioning from military to civilian life. The following provisions and or clauses apply to this acquisition. Offerors must comply with all instruction contained in FAR 52.212-1, Instructions to Offerors-Commercial. FAR 52.212-2 Evaluation-Commercial Items, paragraph (a) to this provision is the price: FAR 52.212-3, Offeror Representation and Certification-Commercial Items, a completed copy of this provision shall be submitted with the offer. Quotes without this provision will not be considered for an award. FAR 52.212-4, Contract Terms and Conditions-Commercial Items will be incorporated into any resultant Purchase Order by reference. FAR 52.212-5, Contract Terms and Condition Required to Implement Statues or Executive Orders-Commercial Items include clauses (14), (15), (16), (17), (18), (29) and (c). DFAR 252.212-7001, Contract Terms and Conditions (Dev). DFARS 252.204-7004, Required Central Contractor Registration. 52.247-34 F.O.B. Vendors must be actively registered with the Central Contractor Registration (CCR). The CCR website is http://www.ccr.gov. Contractors are asked to submit their TAX ID number with their proposal. Consideration of quotes is contingent upon compliance to all requested information. Quotes may be transmitted by e-mail or FAX to (707) 424-0288 and are to be received at the 60th Contracting Squadron no later that 4:30 PST on 23 Sept 2003. SCOPE The purpose of this contract is to conduct a 13-hour two-day workshop on the subject of executive career management and a 6.5-hour one-day workshop on the subject of salary and benefits negotiations. 2. PERFORMANCE Contractor will during FY 04: a. Conduct three of each of the workshops at the Travis Family Support Center on the following dates: 1. Salary and Benefits Negotiation i. 16 March 2004 ii. 1 June 2004 iii. 16 August 2004 2. Executive Career Management i. 18-19 March 2004 ii. 3-4 June 2004 iii. 19-20 August 2004 b. Design, develop, and implement, as a minimum a executive career management workshop that contains the following informational areas: 1. The personal career change process including development of a strategic plan for career change 2. Career and job change elements 3. Next Steps involving setting goals and action plans c. Design and develop, implement, as a minimum a salary and benefits negotiation workshop that contains the following informational areas: 1. Civilian negotiation styles and appropriate and inappropriate uses 2. Critical negotiation elements 3. Use of negation within the job search process including salary and benefits negotiation d. Provide appropriate participant materials with respect to each workshop. e. Be at FSC no later than 30 minutes prior to workshop start time. f. Accept responsibility for having participant?s sign-in and maintain appropriate classroom etiquette. g. Have participants complete evaluations, making sure the evaluations are given to a Transition Program staff member at the end of the workshop. 3. GOVERNMENT SUPPORT a. Advertise and accept registration for participants for the workshops. b. Provide classroom, audiovisual equipment and appropriate supporting supplies for presentations. c. The points of contact for this contract will be the Family Support Center Director, Joan Bueto, or the Transition Assistance Manager, John Hutchinson, 351 Travis Ave, Travis AFB, CA 94535-1903. Once the contract is awarded, the contact will be John Hutchinson. 4. PERSONNEL QUALIFICATIONS a. The Contractor must be familiar with and responsive to military protocol, organization and structure, and chain of command. b. Possess at least 10 years of experience in classroom teaching of related subject matter. c. Appropriate education credentials to include a Masters degree in Career Counseling. d. Have a current working knowledge of the employment hiring process and associated negotiation skills. 5. RESTRICTIONS a. The contractor is prohibited from providing advice to class participants or other personnel regarding any subject other than those pertaining to agreed subject areas. b. The contractor is prohibited from receiving any moneys or other benefits from any source as a direct or indirect result of teaching this workshop. c. The contractor is prohibited from accepting moneys from and/or acting as agent to any class participant.
