Description
STATEMENT OF WORK FOR HOODS AND DUCTS SERVICES This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6. The 319th Contracting Squadron at Grand Forks AFB, ND intends to award a purchase order for the purchase of a Hood and Duct cleaning service. Requirement is as follows: DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, supplies, equipment, transportation, and labor necessary to perform the inspection, high-pressure cleaning, and preventive maintenance of all kitchen hoods and ducts, filters and fan assemblies and exhaust systems covered by this contract BASIC SERVICES. The contractor shall inspect, clean, and maintain hoods and ducts systems in accordance with NFPA Standard 96 and other local, state, and federal rules and procedures. The contractor and the inspector shall review the current cleaning, inspection, and maintenance status of all hood, duct, and exhaust systems included in this contract. The contractor shall submit a planned work schedule to the inspector for approval no later than five (5) calendar days after notice to proceed. All work shall be in accordance with the hood and duct exhaust system manufacturer?s listed procedures and the National Fire Protection Association (NFPA) Standard Number 96. The contractor shall be responsible for protection of government property associated with the work on this contract. Contractor shall submit digital pictures or video of all systems before and after cleaning. CLEANING. Hoods, grease removal devices, fans, ducts, and other appurtenances shall be cleaned to bare metal . Components of the hood and duct fire protection system shall not be rendered inoperable during the hood and duct exhaust system cleaning process. The cleaning effort shall encompass the entire hood and duct exhaust system from the opening in the hood to the final air outlet including the hood, fan housing, motors, and all duct works, rain caps, bird and insect screens. Either by hand scrapers, steam wash, pneumatic blower process, or other methods, subject to approval the inspector, shall accomplish all cleaning. Following the decontamination of the exhaust fans and blowers, the contractor shall lubricate these units at all points normally requiring lubrication. Permanent type grease filters shall be removed, cleaned, and re-installed. Disposable type filters shall be replaced when necessary. DISPOSAL. Contractor shall dispose of all waste products removed at there own expense. REPORTS. The contractor shall submit a report to the contracting officer and the inspector on all hood and duct exhaust systems which documents inspection, cleaning, and maintenance work, with noted discrepancies, system impairments, and any recommendations, within fifteen (15) calendar days after work completion. DISCREPANCIES. Any discrepancies or impairments affecting a hood and duct exhaust system discovered by the contractor during an operational test shall be reported to the contracting officer and inspector immediately. GOVERNMENT FURNISHED PROPERTY AND SERVICES. UTILITY SERVICE. The government will furnish any electricity, water, or sewage required to support this contract. GOVERNMENT FURNISHED RECORDS. The Government will furnish the contractor with a record of current inspections, cleaning, and maintenance status of all hood and duct exhaust systems. . Quotes will be due NLT 4:30 central time Sep 23 2003. This acquisition will be accomplished in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures (SAP) and will be based on competitive quotes. This acquisition is a 100% small business set-aside. The North American Industry Classification System (NAICS) code is 561499; size standard of $5,000,000.00. The following provisions and clauses can be viewed through Internet access at the Air Force FAR Site. Web address is http://farsite.hill.af.mil. The provision at 52.212-1, Instructions to Offerors ? Commercial, 52.212-4, Contract Terms and Conditions ? Commercial, applies to this acquisition. Offerors must include with their quotation a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial items (July 2002) and DFARS 252.212-7000, Offeror Representations and Certification, Commercial Items (Nov 1995). In accordance with DFARS 252.204-7004, Required Central Contract Registration (Nov 2001), prior to receiving any contract award, contractors must be currently registered in the Central Contractor Registration (CCR) database. Contractors can obtain further information on the CCR database at the web site http://www.ccr.gov. This announcement constitutes the only solicitation; quotations are being requested, and a written (paper/hard copy) solicitation will not be issued.
