- SEWER FLOW METER CALIBRATION,SERVICE, AND MAINTENANCE, LITTLE ROCK AFB, ARKANSAS. This requirement is a 100% set-aside for small business. This requirement is pending Availability of Funds for the Next Fiscal Year, per FAR 52.232-18. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the The solicitation is being conducted under Simplified Acquisition Procedures (SAP) FAR Part 13, Service Contracting, FAR Part 37, and Acquisition of Commercial Items, FAR Part 12, and the Service Contract Act of 1965 (41 U.S.C. 351-357). This announcement constitutes the only solicitation; proposals/quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-15 and Air Force Acquisition Circular (AFAC) 2003-0501, and applicable DFARS and AETC Supplements thereto. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. The following FAR clauses also apply to this solicitation: 52.237-1, Site Visit; 52-237-2, Protection of Government Buildings, Equipment, and Vegetation; 52.237-3, Continuity of Service. Contractor must be registered in the Central Contractor Registration (CCR) per FAR Part 52.232-33, Electronic Funds Transfer ? Central Contractor Registration (CCR); (website: http://ccr.gov) or by calling and registering prior to receiving award: (888) 352-9333. Contractor will submit a completed copy of the FAR Part 52.212-3, Offeror Representations and Certifications?Commercial Items. Contract Terms and Conditions for Commercial Items, FAR Part 52.212-4, applies to this acquisition, Contract Terms and Conditions Required to Implement Status or Executive Orders for Commercial Items, FAR Part 52.212-5, applies to this acquisition. Delivery will be quoted as FOB Destination to Little Rock AFB, AR. Warranty: Standard commercial warranty. The North American Industry Classification System (NAICS): 541620, and the small business size standard is $6 Million or less in annual receipts. Proposal/Quote must be received not later than by close of business, 4:00 PM CDT, and may be received by FAX or e-mail to Points of Contracts as listed on this notice not later than this notice?s response date. FAR Part 52.212-1, Instructions of Offerors for Commercial Items, and FAR Part 52.212-2, Evaluation for Commercial Items, apply to this solicitation and will be used to evaluate items as consistent with below stated description of requirements. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. _ Award will be made to the lowest price, responsible Offeror best demonstrating the ability to satisfy the requirements, technical capabilities, and delivery of items specified in the Statement of Work (SOW). The Government reserves the right to evaluate technical compliance/delivery capability and make a best value decision. STATEMENT OF WORK (SOW): Maintain and Calibrate Sewer Flow Meters for the Little Rock Air Force Base, Arkansas. REQUIREMENT: The contractor shall perform all necessary diagnostics, repair, and service necessary to maintain and calibrate the four sewer flow meters and one rain gauge that belong to Little Rock AFB. The project shall include all related items as required to safely accomplish all necessary DELIVERABLES: The maintenance of the flow meters and rain gauge will include: Remote diagnostic check-out of all equipment. Repair and preventative maintenance services necessary to keep the equipment operating in accordance with the manufacturer?s design specification. Services will include battery replacement and repairing communication link failure for the flow meters and the rain gauge. Services will include cleaning and replacement of depth sensors and replacement and cleaning of velocity sensors for flow meters. Calibration of flow meters will include: The flow meters will be calibrated four times a year, once each quarter. The calibration will include hydraulic and electronic calibration, confirmation, and hardware checks. The contractor will provide a designated field service representative who shall be the primary contact with Little Rock AFB for the resolution of field problems. Written notification of any change in this primary contact will be provided to the government project engineer. The field service schedule shall accommodate operating hours of 7:00 a.m. to 5:00 p.m. Monday through Friday. The contractor will respond to a notification of malfunction within 48-hours, and within an additional 48-hour period shall repair (or replace with a temporary spare unit) equipment. The designated field representative will notify the government project engineer of the service schedule. The contractor shall provide a monthly account to the government project engineer of repair services performed, calibrations performed, and diagnostics run.
