Description
This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) #10502-0039-3. The provisions and clauses incorporated are those in effect through Federal Acquisition Circular 01-15 This solicitation is issued under Simplified Acquisition Procedures (SAP) on an unrestricted basis. The NAIC is 484220 and the business size standard is $2.5 million. This contract action will result in a Firm Fixed Price purchase order. Contractor shall dismantle, transport, and reassemble a 1987 Miller Structures office building. Pre-fabricated modular structure is currently located at the Department of Energy, National Energy Technology Lab in Morgantown, WV 26507. Contractor must transport the structure to Butner, NC 27509. Structure consists of 6 sections measuring 11' x 50' each. Total overall dimensions of structure are 70'7.25" x 50'. All utilities will be disconnected by holding agency. The following clauses and provisions are incorporated by reference and apply to this acquisition. A full text of clauses and provisions can be obtained at http:/www.arnet.gov/far. FAR provision 52.212-1 Instructions to Offerors-Commercial Items (Oct. 2000), FAR clause 52.212-4 Contract Terms and Conditions-Commerce Items (Feb. 2002), FAR clause 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items (June 2003). Each offeror shall include a completed copy of the FAR provision 52.212-3-Offeror Representations and Certifications-Commercial Items (June 2003), Offerors or encouraged to fax quotes to (919) 575-5036. FAR provision 52.215-5 Facsimile Proposals (Oct 1997), FAR provision 52.212-3-Evaluation-Commercial Items (Jan 1999). The Government will award to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. U. S. Department of Labor Wage Determination: 1995-0607, Revision No. 15, dated 07/18/2003 applies. The following factors shall be used to evaluate offers: Price and Past Performance.
