- Description
- The United States Patent and Trademark Office (USPTO) intends to negotiate a sole source procurement under authority of the Patent and Trademark Office Acquisition Guidelines and the USPTO Efficiency Act, 35 U.S.C. 2(b)(4)(A) with CollabNet. The service will be purchased using Commerical Buy Procedures, North American Industrial Classification System (NAICS) Code 514191. The contract shall be a three year contract with one base period and two option periods. The USPTO has a requirement for a Managed Service software development solution that must be able to be scaled as a network centric solution reducing investment risk and Total Cost of Ownership (TCO) and able to be readily deployed externally to agency firewalls in order to integrate with external partners. The solution must be built on open Internet protocols and a native Java/J2EE architecture approach and shall include granular roles based on permissions that control end user access to information assets within the solution framework. In addition, the solution provider must be able to demonstrate the passing of client security audits for providing solution services. After extensive market research, it has been determined that CollabNet is the only source that offers a collaborative software development solution that supports the needs of the USPTO; which are a hosted environment for the development of software, the ability to communicate in real time strategies and progress, and granular levels of permissions to enable the European Patent Office access to appropriate files. CollabNet?s solution is the only source that includes the provisioning and sustaining of the solution with 99% uptime guarantees, data backup, contingency, 24x7 monitoring & notification, and intrusion detection/security scans. CollabNet SourceCast is the only product built on open Internet protocols and native Java/J2EE architecture with long-term sustainability capability.
